A consultation was held under the chairmanship of Prime Minister Nikol Pashinyan, during which the fiscal and expenditure framework of the 2026-2028 Medium-Term Expenditure Program (MTEP) of the Republic of Armenia was discussed.
Minister of Finance Vahe Hovhannisyan presented detailed information on current economic developments, macroeconomic forecast scenarios, main directions of fiscal policy and the expenditure framework.
The Minister presented the fundamental indicators of the macroeconomic environment, including economic growth rates, employment levels, inflation forecasts, as well as the results of the assessment of the impact of external and internal factors. Special attention was paid to measures aimed at ensuring fiscal stability, expenditure priorities and steps to increase the efficiency of public finance management.
Issues related to the continuous financing of social programs, the implementation of investment programs, and strengthening financial discipline were also discussed. The targeted distribution of financial resources was emphasized to ensure the comprehensive implementation of economic and social policies.
The participants of the consultation presented their observations and recommendations on making the draft medium-term expenditure program more effective and targeted.
Summing up the discussion, Prime Minister Nikol Pashinyan instructed to continue work on improving the program, placing particular importance on clarifying target programs and implementing their corresponding policies. The Prime Minister noted that it is necessary to ensure continuous improvement of the state finance management system, increasing its transparency, predictability, and efficiency.
