In the context of judicial-legal reforms, the new model of the penitentiary institutions was discussed

Chaired by Prime Minister Nikol Pashinyan and with the participation of heads of concerned institutions, a consultation was held on the reforms of the judicial and legal sphere.

Before starting the discussion of the agenda, Nikol Pashinyan congratulated the Head of the Penitentiary Service, Sergey Atomyan, on receiving the rank of Major-General of Justice, which was awarded to him by the July 4, 2022 decision of the Prime Minister. The Prime Minister personally handed over the decision of receiving the rank to the Head of the Penitentiary Service and wished him effective work.

Then, in the context of judicial-legal reforms, the construction project of a new penitentiary institution was discussed. Minister of Justice Karen Andreasyan and Deputy Minister Arpine Sargsyan presented details about the proposed model and noted that it was developed based on the study of international best practice and standards, stemming from the priority of human rights protection. Reference was made to the proposed structural solutions, working, accommodation and living conditions, and the financial assessment of the project.

An exchange of ideas was held on the above-mentioned and other related issues, the future activities were discussed.

The Prime Minister noted that the strategic perspective of the reform should be the construction of a judicial cluster, where interconnected infrastructures will be integrated. This will contribute to the increase of the effectiveness of the justice process and the interoperability of systems. The Head of the Government instructed to continue the work within the framework of this logic.
