The Government establishes the procedures for providing state support to the High-Tech sector

Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

The Government has established the procedures for providing state support to the High-Tech sector. Accordingly, the relations related to the provision of state support to the high-tech sector, as defined in the Law “On State Support to the High-Tech Sector” adopted on December 4, 2024, are regulated.

The decision established a number of procedures for providing state support. In particular, state support for labor migrants in the amount of 60% of income tax. A migrant is considered a stateless or foreign-citizen employee who has not worked in the Republic of Armenia until March 1, 2022 and has not paid income tax on his or her salary (a dual citizen with RA citizenship is not a migrant). State support in the amount of 60% of income tax has been provided for attracting new employees. A new employee is considered a person who has not previously worked in the high-tech sector. In this case, the employee retains the status of a new employee for three calendar years from the moment of starting work, regardless of the change of employer. For personnel training and retraining, in the amount of 50% of income tax. An employee who has received a certificate from internationally recognized platforms is considered trained.

The Prime Minister highlighted the importance of the adopted decision and emphasized the need to ensure proper awareness raising on the details of the support. “It is very important for the sector to understand all the nuances and respond correctly.”

The Government adopted a decision on establishing the “Public-Beneficial Media Environment” Foundation's and approving the Foundation’s Charter.” The establishment of such a fund envisages providing grants to broadcasters who have received a license to use a slot in a public multiplex at the expense of the funds collected in the Fund, which are aimed at creating good content for the public (cultural, educational, training, scientific-educational, children’s, sports and other audiovisual programs and series), as well as increasing the share of good content in audiovisual programs broadcast on a public multiplex. According to the substantiation, the country has not yet formed a system for the provision and consumption of audiovisual services, where broadcasters can be characterized as pluralistic, diverse and serving the public interest. Accordingly, the adoption of the decision is conditioned by the imperative of organizing, coordinating and overseeing the work of creating a public media environment, for which the most appropriate organizational form was chosen - the creation of the Foundation by the state.

The Government approved the results of the election of Hrachya Zakoyan to the position of rector of the National Agrarian University of Armenia.
