The Government approves the Strategy for Combating the Non-Medical Use and Illicit Trafficking of Narcotic Drugs and Psychotropic Substances

The regular Cabinet meeting took place today, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government has approved the Strategy for Combating the Non-Medical Use and Illicit Trafficking of Narcotic Drugs and Psychotropic Substances and the resulting Action Plan for 2025-2027. The document includes three strategic goals. Within the framework of each goal, various measures have been envisaged in 13 strategic directions, in particular: raising awareness of the population about the consequences of the non-medical use of narcotic drugs and psychotropic substances, preventing the use and abuse of narcotic drugs among minors and young people, preventing the use and abuse of narcotic drugs and psychotropic substances among convicts and other persons deprived of their freedom, preventing the use of narcotic drugs and psychotropic substances among military personnel, improving the legislative framework related to the legal circulation of drugs, providing restrictions for people who use illegal drugs, managing the sustainable recovery and social reintegration of people with disorders caused by the use of drugs or psychotropic substances, etc.
By the decision of the government, a 4-hectare land plot located in the Orgov village of the Ashtarak community will be transferred to the Ministry of Education, Science, Culture and Sports of the Republic of Armenia. As noted by the Minister of Territorial Administration and Infrastructure, David Khudatyan, the land plot was transferred to the Republic of Armenia by the decision of the Anti-Corruption Court of January 13, 2025, after the satisfaction of the claim of the Ashtarak community mayor and the Prosecutor's Office. The estimated market cadastral value of the land plot is about 31.7 million drams. The auction of the land plot was recognized as invalid. On this basis, on March 14, 2025, the land plot has already received state registration as the property of the Republic of Armenia.
Referring to the decision, Prosecutor General Anna Vardapetyan noted that it is the result of satisfying the claim submitted by the Prosecutor's Office within the framework of the function of protecting community interests. The former head of the Orgov community alienated the 4-hectare land plot to his son through an auction on April 25, 2005. "Moreover, the land plot has not been used for its intended purpose for years. This is a land plot of a "specially protected area" purpose, therefore it is attached to the Ministry of Education, Science, Culture and Sport," the Prosecutor General said.
The government adopted a decision, which envisages redistributing 13.8 billion drams from the state budget and directing it to financing the overhaul, repair and construction of transport facilities and roads, as well as the acquisition of design and estimate documents for the provision of technical and author's control services for them, the acquisition of expertise services.
As noted by the Minister of Territorial Administration and Infrastructure of Armenia Davit Khudatyan, the total length of the roads undergoing major repairs is 58 km, of which interstate roads- 16.1 km, republican roads - 25 km, regional (local) roads - 16.9 km, and the number of bridges undergoing major repairs is 2. The Minister also informed that the decision adopted in the unreported package also provides for the redistribution of 2.3 billion drams, which will be directed to the financing of medium repair works.
