Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
Before discussing the agenda items, the Prime Minister referred to the announcement by Firebird and NVIDIA that a large artificial intelligence data center will be built in Armenia. Minister of High-Tech Industry Mkhitar Hayrapetyan provided details, noting that Firebird was recently founded on the initiative of several of our compatriots. According to the Minister, NVIDIA is one of the technology giants in the world with a capitalization of 3.5 trillion. "Firebird is becoming one of NVIDIA's main partners in the European region. In order to implement this large-scale project in Armenia, they plan to start implementing the program in 2026. Firebird's statement states that an investment of about 500 million USD is planned, which also implies the consumption of up to 100 megawatts of electricity. This will make it possible to provide Claud services of artificial intelligence computing resources to both the Armenian economy and various technology companies around the world, which are mainly engaged in innovations. That is, researchers, scientists, and the private business sector should use, rent the artificial intelligence resource produced by Firebird in the context of innovations and use it for their research."
Nikol Pashinyan thanked our compatriots in the Diaspora for showing such enthusiasm and determination. The Prime Minister viewed these issues from the perspective of the ideology of Real Armenia: “It is very important to assess the current situation of our country, where our country is. There is also a very important ideological issue here, because it depends on the perspective of what ideology you view the issues from. When we view the issues from the perspective of the ideology of Real Armenia, we see that our country is in a fairly good and promising state today. My assessment is that, having gone through hellish events, we have now reached a point where opportunities have opened up for our country. Let me say that in our history we have never had such a chance to ensure the sustainability of our state for the next 100 years.” Nikol Pashinyan added that it is obvious that there are also threats, but these threats have always existed, but today Armenia has both the theoretical and practical ability to manage them. "The difference is that as a counterbalance to today's threats, incredible prospects have opened up before our country, in all aspects."
Today's Cabinet meeting addressed the explosion that occurred in one of the buildings on Garegin Nzhdeh Street in the city of Chambarak. As Deputy Minister of Internal Affairs Armen Mkrtchyan noted, the initial finding is that a gas leak caused an explosion of accumulated gas and the collapse of the building. The Deputy Minister also noted that the Ministry of Territorial Administration, the regional administration, and the community have carried out work to provide residents with temporary housing and provide necessary assistance. A criminal case has been initiated in connection with the incident. A full assessment of the damage is underway, and the issue of possible compensation will be discussed after the facts are clarified. The Prime Minister expressed condolences to everyone and the relatives of the victims in connection with the tragic incident. Nikol Pashinyan emphasized the importance of ensuring safety and technical standards.
The government approved the program for organizing short-term training courses for able-bodied persons from families recognized as insecure by the Vulnerability Assessment System, providing assistance for gaining work experience, and ensuring employment. In order to ensure stable employment of beneficiaries, the decision proposes to support the beneficiary in acquiring professional skills, abilities and work experience in accordance with the requirements presented by the employer in order to occupy the vacant position. Accordingly, 3 directions for ensuring employment of beneficiaries are proposed: training and employment, acquisition of work experience and employment, employment through providing partial compensation to the employer. Referring to the program, Nikol Pashinyan noted that the strategic goal of the new system of assessing insecurity is to support a person to overcome poverty. "The tool for overcoming poverty, as we have said, is work. And we are now proceeding with the following logic: we will offer a job to an able-bodied member of a family assessed as insecure for overcoming poverty through it. This will be the main activity of our unified social services in this direction," the Prime Minister said, adding that for all this it is necessary to provide citizens with the opportunity to learn.
The Governemnt approved the bill of the Republic of Armenia "On Amendments and Supplements to the Criminal Procedure Code of the Republic of Armenia". The bill proposes to establish a written procedure for examining appeals. If the bill is adopted, it is expected to relieve the burden on the courts through the written procedure for examining appeals, ensure reasonable, shorter terms for examining cases, and ensure a real and objective opportunity to fulfill the requirement to send the verdict to the parties within the terms specified by the code, in terms of ensuring proper notifications of judicial acts. The bill also proposes to establish clear deadlines for the examination of appeals, such a regulation, combined with the written procedure for the examination of appeals, will contribute to the speed of the examination of appeals, and therefore, to the maintenance of the examination of cases within reasonable deadlines. The bill stipulates that the examination of appeals should last 6 months. That is, a 6-month period for the examination of appeals is established, which can be extended only once, for a period of 4 months, by a reasoned decision of the court.
