Today, the regular Cabinet meeting took place, chaired by Prime Minister Nikol Pashinyan.
Before discussing the agenda items, the Prime Minister noted: “A crime being prepared against our statehood, security and stability of the Republic of Armenia has been revealed and, naturally, the implementation of that plan has also been prevented. I would like to thank all representatives of our law enforcement system. I also discussed the issue with the President in the morning and I think it would make sense to present the most effective employees of the National Security Service, the Prosecutor’s Office, the Investigative Committee, the Ministry of Internal Affairs, and the Police with awards and state awards. I think there is not much to say on the topic, because a huge amount of information has been published, and at this moment I have nothing else to say except for what has been published. I am sure that an effective investigation will take place, and our law enforcement officers will inform the public about the further course of action.”
Nikol Pashinyan also commented on public reactions: “One emphasis caught my attention: a group of users noted that another October 27 was prevented in Armenia. Another group raised the question of whether the Armenian law enforcement agencies could have prevented the October 27 terrorist attack in 1999. I think this is a question to which we should also try to formulate a trustworthy answer. I hope that our law enforcement system will also make efforts to find an answer to this question.”
At the Cabinet meeting, Nikol Pashinyan also touched upon the economic indicators recorded in Armenia in May. "It seems that thanks to certain reforms, conceptual approaches, and of course, the activities of our business community and our compatriots engaged in economic activity, our economy is showing certain manifestations of flexibility, quickly responding to situations and their changes, which may be the most important observation, if, of course, we can reaffirm at the research level that this perception is correct."
The Prime Minister also touched upon certain structural problems within the economy, in particular, the fact that electricity production decreased in May. Responding, Minister of Territorial Administration and Infrastructure Davit Khudatyan noted that the decrease is due to the production of autonomous plants, when mainly small farms, up to 15 kW, consume what they produce, and this is not reflected in the total volume of production. According to the Minister, the number of solar plants has increased significantly in recent years, and at the moment we already have about 770 MW of installed plants, which is twice the capacity of our nuclear power plant.
Nikol Pashinyan touched upon the existing problems in the energy sector, in particular, related to the quality of electricity supply and frequent power outages. “It is obvious that the state must very quickly take over the management of ENA CJSC and we must implement further processes towards nationalization and the efficiency of the company’s management quickly and effectively,” Nikol Pashinyan said in particular, adding that the issue was discussed at the meeting of the board of the "Civil Contract" party, it was also discussed by the "Civil Contract" faction of the National Assembly, and a bill was developed jointly with the government partners, and it is planned that the relevant amendments will be made at an extraordinary session of the National Assembly in the near future.
By the decision of the Government, 2 billion 124 million drams will be allocated to the regional administrations of the Republic of Armenia to fulfill financial obligations to the relevant construction organizations within the framework of the implementation of subvention programs. “With the approval of this decision, we will already have 7.6 billion drams of state co-financing from the 2025 state budget alone,” the Minister said.
Within the framework of the 2024-2026 programs for state support for housing security for families with children, 300 million drams will be allocated by the Government’s decision to provide financial assistance to about 410 beneficiaries applying in the second quarter of 2025.
