Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

Before discussing the agenda items, the Prime Minister referred to the peace established between Armenia and Azerbaijan and congratulated everyone on that occasion, which took place as a result of the declaration signed in Washington on August 8. Nikol Pashinyan noted that before leaving for Washington, a number of discussions were held with the participation of the Government, the expanded Security Council, the President of the Republic of Armenia and the parliamentary faction, during which the text was analysed. “We came to the conclusion that this step should be taken. And I want to thank everyone for the work done and for their support. It should also be noted that this does not sum up our work, but begins. There is such a phenomenon when an issue is put on the table that has not been solved for long, and that issue continues to remain on the agenda. When that issue is resolved, as a result of its resolution, 10 other issues arise that need to be resolved, and this is normal, logical, and this is how development happens.

In other words, you solve a problem, as a result of which new questions emerge, you solve those questions, as a result of which new questions emerge, and it is as a result of dealing with those questions that development takes place. I am convinced that with this step we have entered a new development agenda and a new dimension, and here the content and energy of our work, of course, must be greater, the effectiveness of our work must be greater. There is a lot of work to be done, but it is important to emphasize that this is constructive, peaceful and creative work, and we all must be maximally focused on that work,” the Prime Minister said.

Nikol Pashinyan noted that being a political official in a democratic country is a public activity, where public communication is of key importance. "People, our citizens, must understand what we are doing, why we are doing it, what is not working and what is the reason for it, what is working and what is the result of all this. Even in the case of the greatest achievements, it is problematic if the origin of the success is not understandable to the public: what, why, how it happened, and what are the subtexts, contexts, motivations that lead to such situations and results. I believe that in the near future, all of us, members of the Government, especially political representatives, must pay more attention to public communication, to presenting the nuances, goals, texts, subtexts, contexts of our work to citizens, to answering their questions, to responding to their concerns. And, of course, during this time we are able to obtain additional information, which, perhaps, is not always reflected in official papers and documents or is not reflected in such a way that we can assess the importance of a given fact. In any case, I wish all of us success in this new phase, the institutionalization of peace, the creative phase."

By the decision of the Government, 9.6 billion drams will be allocated for the capital repair, reconstruction, construction of road sections and transport facilities of the republic, the provision of technical and author's supervision services for them, the preparation of design and estimate documents, the payment of completed construction works (5%) and technical and author's supervision services provided.

Due to the need to ensure the normal course of energy-efficient renovation works of apartments and individual residential buildings, the Government has adopted a decision. Accordingly, it is proposed to allocate 3.5 billion drams to ensure the course of the event.

The Government approved the bill of the Republic of Armenia "On Amendments and Supplements to the Law "On State Registration of Rights to Property". As noted by Suren Tovmasyan, Head of the Cadastre Committee, the bill provides that certain contracts concluded today at the Cadastre Committee, which are concluded in our offices and consulting centers, will be possible through an electronic system, so that the parties - the seller and the buyer - can sign the contract using the "I Am" identification system from their computers, their phones with an electronic digital signature, and then submit these contracts for state registration immediately after signing.
