Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The government adopted a decision proposing to allocate 1,765,685.1 thousand drams from the 2025 budget to the staffs of the regional administrations of the Republic of Armenia for subsidy programs to fulfill financial obligations to the relevant construction organizations. As noted by the Minister of Territorial Administration and Infrastructure Davit Khudatyan, the decision will co-finance 26 subsidy programs in 19 communities. The Minister also informed that with this decision, 13 billion 322 million drams have already been allocated for subsidy programs in 2025.
The Prime Minister presented the subsidy programs financed by the decision.
Another decision of the Government will ensure the implementation of programs developed through participatory budgeting. The decision envisages co-financing 35 programs developed through participatory budgeting procedures in 19 communities in the amount of 917.2 million drams.
The Government adopted 3 decisions “On accepting property as a donation, and providing it with the right to gratuitous use”. According to them, a sports building named after Vakhtang Darchinyan will be built in Vanadzor, after Stepan Sargsyan in Shamut, and after Yuri Sargsyan in Geghakert.
The government decision will ensure the continuity of the measure to stimulate economic activity of people with bad loans for August, September and October 2025. As noted by the Minister of Labor and Social Affairs Arsen Torosyan, as of September 9, 5,715 people have become beneficiaries of the program, of which 789 loans have already been fully repaid. According to the minister, today there is a demand to continue the program. 540 beneficiaries have been excluded from the program, as they did not meet the current requirements in terms of the minimum wage. At the moment, 4,381 beneficiaries are actively using the program. However, according to Arsen Torosyan, taking into account that the number of beneficiaries was 218 thousand people, it cannot be said that the program has achieved its goals.
Responding, Deputy Chairman of the Central Bank Hovhannes Khachatryan noted that a more in-depth analysis is needed to understand the passivity of beneficiaries' participation in the program.
Nikol Pashinyan instructed to form a working group to understand and solve the existing problems, periodically address the issue, and discuss the results. The Prime Minister noted that a formula should be developed to find potential beneficiaries and stimulate them.
