The procedure for income declaration of individuals will be reviewed and simplified

Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government submitted proposals on the package of bills of the Republic of Armenia “On Amendments and Supplements to the Tax Code”, “On Amendments and Supplements to the Law on Personalized Accounting of Income Tax, Profit Tax and Social Payments”, “On Amendments and Supplements to the Law on Compensation for Damage Caused to the Life or Health of Servicemen During the Defense of the Republic of Armenia” and “On Amendments and Supplements to the Code on Administrative Offenses”. The bills propose to review the procedures for income declaration of individuals established by the current legislation and significantly simplify them.
As noted by the Deputy Minister of Finance of the Republic of Armenia Arman Poghosyan, the “Civil Contract” faction of the National Assembly has initiated a package of amendments that envisages pre-filling of income declarations of individuals by the State Revenue Committee, giving declarants a sufficient period of time to log in to the State Revenue Committee system and check the completeness and accuracy of the declaration, and accordingly and if necessary, to make appropriate changes and/or additions. According to the Deputy Minister, if there is no need for such changes and additions, the declaration will be considered submitted. However, all declarants who have the right to receive a refund of social expenses in the field of health or education and wish to exercise this right must log in to the electronic governance system and validate the declaration designed for them with an electronic signature.
The Deputy Minister informed that the Government proposes to make the following two important additions to the package of legislative drafts: “The first is that deductible, i.e. non-taxable income between family members should not be subject to declaration. "With this, we will significantly simplify the declaration process, because people have more difficulties with these current transfers between family members to finance household expenses, and this issue will, in fact, be fundamentally resolved. The second proposal is that if we are talking about information received from third parties, in the event that it can be, for example, banking information, information provided by another financial institution, then it should be transferred to the tax authority only with the consent of the declaring individual."
The Prime Minister noted that this does not exempt the citizen from the obligation to fill out a declaration. "That entire tax history will be generated, and if at some point X it turns out that a person needs to fill out the data and has not filled it out, then a completely different logic of regulating relations will apply, already in accordance with our legislation."
The government approved the bill on amendments and supplements to the Law "On Public and Individual Notification via the Internet" and related laws and considered it urgent. The bill proposes to implement notifications carried out by state and local self-government bodies to individuals, as well as legal entities and individual entrepreneurs exclusively electronically. In particular, the bill proposes to establish the official e-mail of individuals as a means of receiving notifications for individuals. The bill provides that the notification system will operate from January 1, 2026.
Highlighting the adopted decision, Nikol Pashinyan noted that this bill means that the concept of "I am not notified" is de jure abolished in the Republic of Armenia. "If we look at this scheme objectively and reasonably, in essence, there is no option for a person not to be notified de facto. The problem is that until now we have encountered numerous situations where a person is de facto notified, but state bodies are unable to prove de jure that the person has been notified. This creates various problems, and I think this is a very significant and important change," the Prime Minister said.
The bill "On Amendments to the Tax Code of the Republic of Armenia" has been approved. The adoption of the bill will create favorable conditions for promoting the acquisition and operation of electric vehicles in the country, ensuring the continuity of the already recorded positive results, and reducing air pollution. As noted by the Minister of Economy Gevorg Papoyan, the bill proposes to amend the Tax Code of the Republic of Armenia by extending the current exemption from VAT for large, medium and small buses, passenger cars, motorcycles, and mopeds with electric engines for another 1 year.
At today's Cabinet meeting, before discussing the agenda items, the Minister of Health of the Republic of Armenia Anahit Avanesyan informed that October is the month of awareness of breast cancer in women and various means are used to remind women about screening and undergoing the necessary annual preventive examinations. The Minister thanked everyone for the fact that the Government has also joined this awareness campaign.
The Prime Minister urged women to definitely undergo these preventive examinations.
