The regular Cabinet meeting was held today, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
By the decision of the Government, 8.4 billion drams will be allocated to finance the construction works of the 32 km Kajaran-Agarak road section of the North-South Road Corridor Investment Program - Tranche 4, 22 million drams are planned to be allocated for the assessment, detailed measurement survey and inventory of affected land plots within the framework of the land alienation and resettlement program of the Sisian-Kajaran road section of the North-South Road Corridor, 8.7 million drams for the implementation of a safety expertise of the Bargushat tunnel project. Referring to the decision, Nikol Pashinyan noted that the North-South project is beginning to crystallize and become more tangible, construction is proceeding at a rapid pace.
By the decision of the government, for the implementation of the program of the construction, reconstruction, repair and provision of property for 300 schools and 500 kindergartens and development of the capacities of the Territorial Development Fund, a reallocation of 1 billion 854 million 791 thousand drams will be made in the state budget, of which 500 million drams will be allocated from the Government's reserve fund. As noted by Deputy Minister of Education, Science, Culture and Sport Artur Martirosyan, the revised budget of the program for the construction, reconstruction, repair and provision of property for 300 schools and 500 kindergartens from the state budget is 125.4 billion drams. In order to properly implement construction works at the facilities included in the approved list within the framework of the program and to provide property to the completed facilities, 1 billion 761 million 524 thousand drams have been allocated by the decision, which will be directed to the construction and major renovation works of 4 kindergartens and for providing property to 16 kindergartens.
The Prime Minister also touched upon the results of teachers' salaries for September 2025: "As of September, there are 2,118 teachers in Armenia who receive a salary of 300-400 thousand drams, 863 teachers receive 400-500 thousand drams, 109 - 500-600 thousand, 22 teachers - 600-700 thousand." Nikol Pashinyan attached importance to this fact and emphasized that the opportunity of receiving a salary of 700 thousand drams and more is available to any teacher. That is, today a teacher in the Republic of Armenia can receive a salary of 700 thousand drams and more.
The Prime Minister also informed that the new certification period begins on November 8. "More than 800 teachers have applied for certification. If my memory serves me correctly, this is the largest number of applicants we have ever had, which means that interest and confidence in the certification process has increased. This is a very important factor, which means that we will have updates on this salary scale by the results of January or December. I hope that the number of teachers receiving high salaries will increase."
The Government has approved the bills "On Amendments and Supplements to the Land Code of the Republic of Armenia" and "On Amendments to the Law on Appraisal Activities". The bills envisage regulating the starting price for selling land plots at low prices by auction in the event of alienation of state and community-owned lands, as well as the provisions on organizing and conducting the auction through electronic systems. In particular, the sale shall be carried out by electronic auction or, in cases specified by the Government's decision, by auction. The procedure for organizing and conducting the auction is established by the Land Code, and the Government shall establish additional conditions for organizing and conducting the auction of lands subject to alienation by electronic auction. The alienation of land plots by electronic auction will contribute to the transparency of transactions, raising public awareness, increasing the quality of service, and increasing the efficiency of the alienation process of land plots that are state and community-owned. An amendment has been made to the previously applied starting price, i.e. the 100, 50 and 30 percent of the cadastral value of the land have been removed from the regulations. Nikol Pashinyan clarified that according to this, state and community lands should be sold at the starting price of the market value, not the cadastral value. The Prime Minister also emphasized the need to hold auctions as openly and transparently as possible.
