Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government approved the bills “On Amendments and additions to the law “On State Allowances” and “On Amendments to the Law “On State Pensions”. The need to adopt the bills is to ensure the continuity of the assignment and payment of 50,000 drams for the 3rd and each subsequent child born in the family on and after January 1, 2026, to level the amount of the lump-sum birth allowance and to resolve legal issues. The project also aims to create legal grounds for the non-cash payment of pensions and regular benefits: unemployment benefits, emergency assistance, and child care benefits up to two years old, in accordance with the instructions given by the Prime Minister.
Minister of Labor and Social Affairs Arsen Torosyan, in particular, informed that from September 1, 2026, the lump-sum allowance for the birth of a child in Armenia will be set at 500,000 drams, regardless of the child's birth rate. The Minister also informed that all types of benefits and pensions will become completely non-cash.
The government will allocate 1 billion 59 million drams to the staffs of the regional administrations of the Republic of Armenia for the purpose of co-financing subvention programs. The decision proposes to co-finance 24 subvention programs of 20 communities. As noted by the Minister of Territorial Administration and Infrastructure David Khudatyan, with this decision, the amount of co-financing from the state budget will amount to 17 billion 52 million drams. The Prime Minister listed the programs implemented in different settlements.
The government's decision envisages reallocating funds allocated from the state budget to the Ministry of Education, Science, Culture and Sports of the Republic of Armenia in the amount of 10.7 billion drams for the proper implementation of the program for the construction, reconstruction, renovation and provision of 300 schools and 500 kindergartens. According to the justification, the revised budget of the program for the construction, reconstruction, renovation of 300 schools and 500 kindergartens under the state budget of the Republic of Armenia for 2025 amounts to 126.4 billion drams. Within the framework of the program, construction work has already been completed in 60 schools (of which 35 are built, 25 are renovated) and 235 preschool institutions. Another 50 schools (of which 8 are under construction, 42 under renovation) will be put into operation by the end of the year, and by September 1, 2026, 151 schools (49 of which are under construction, 102 are under renovation), and by December 31, 2026, another 47 schools will be commissioned. As of December 31, 2026, a total of 308 schools will be ready, of which 139 will have been built and 169 will have been renovated.
The government has approved the results of the election of Armen Tsaturyan to the position of rector of Vanadzor State University named after H. Tumanyan.
