The meeting of the Council for the Development of Science and Technology of Armenia held under the chairmanship of the Prime Minister

The fourth meeting of the Council for the Development of Science and Technology of Armenia under the Prime Minister of the Republic of Armenia was held under the chairmanship of Prime Minister Nikol Pashinyan.

The agenda included reports on the work carried out as a result of the discussions of the previous meeting. Accordingly, the work carried out towards the formation of the Armenian Innovation Foundation, the priorities of the foundation and current programs were presented. Reports were also made on the mechanisms for managing the export of technologies from Armenia to the US, and the process of developing a strategic program for the development of the high-tech sector of Armenia.

Anahit Sargsyan, Director of the Armenian Innovation Foundation, reported that during the reporting period, organizational and legal work was carried out on the formation of the foundation's board, the strategy for the development of science and technology was studied, the development of a project monitoring and reporting procedure is underway, etc. Details were also presented on the projects under consideration, the mission of the foundation, the establishment of government-industry-academia strategic cooperation, and the work carried out to form long-term programs in five priority areas. These areas are: robotics and aerospace, quantum technologies, semiconductors and microelectronics, artificial intelligence, biotechnology and life sciences.

Yervand Zoryan, President of Synopsis Armenia, reported on the work carried out on export mechanisms in the technology sector. Details were presented on the approaches to the development of Armenia's technological ecosystem and the development of export control procedures.

Deputy Minister of High Technologies and Industry Ruben Simonyan in his report touched upon the process of developing the strategic program for the development of the high-tech sector of Armenia. The stages of developing the strategic program were presented, which include the analysis of the current situation in the high-tech sector, the study of global trends, the formation of a successful model of the high-tech industry of Armenia, the formulation of strategic goals, the development of initiatives, a results framework and an action plan. It was emphasized that at the moment the draft program is in the stage of validation by the world's most reputable scientists and experts in order to ensure the international reliability and comparability of the applied methodology and results. Next, the work on developing the action plan will be carried out.

A discussion was held around the presented reports, and the members of the council exchanged views on the implemented and ongoing works.

Summing up, Prime Minister Pashinyan emphasized that the creation of the Armenian Innovation Fund is a concrete practical result of the council’s activities. Emphasizing that the development of the high-tech sector is a priority, the Head of Government added that a platform has been practically formed, where the generated ideas will become the agenda and topic of cooperation between the Government and the private sector. Wishing success to the foundation’s work, the Prime Minister noted: “It is very important that such constructive cooperation is established with various structures operating in the sector and that we obtain the expected synergy.”
