PM Pashinyan chairs discussion on the process of public administration reforms

A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the work carried out in the direction of public administration reforms in 2025 was discussed.
Before the presentation of the work carried out by the Government, reference was made to the results of the OECD/EU SIGMA joint initiative report, which was published on December 9, 2025 and assessed the public administration system of Armenia. It was noted that the assessment will become the basis for the development of a new strategy for public administration reforms. It was reported that the assessment was carried out in six main areas, including strategy, policies, human resources, accountability, services and digitalization, and public finance management. According to the report, the following main achievements were recorded: building a comprehensive legal basis for strategies, high participatory nature of policies, high budget accountability. It was noted that the greatest progress was recorded in the direction of digital transformation, which was also recorded by other international indices.
Next, the report on the work carried out in 2025 on public administration reforms was presented. Accordingly, a new strategic management work order was adopted, work is underway to adopt a guideline for developing strategies, working groups have been formed, unified standards for service provision have been introduced, a satisfaction assessment system has been implemented, work has been carried out on the 12 life events and the creation of a unified platform. Details were also presented on the work carried out on the introduction of participatory management and strategic communication.
An exchange of views took place regarding the reports presented and the work carried out.
The Prime Minister emphasized the importance of developing a plan for future actions in all directions and setting clear deadlines in order to further increase the effectiveness of the public administration reform process.
