Prime Minister Nikol Pashinyan visited the State Revenue Committee to meet with the leadership and employees of the Committee. The Prime Minister welcomed SRC Chairman Eduard Hakobyan and those present, and expressed gratitude for the work done, in particular, for the efforts made to ensure the revenue part of the state budget and the achieved results.

According to Nikol Pashinyan, the tax system and state revenues are among the institutions that are underestimated in our country. “But in the position of Prime Minister, you understand even more that the state budget revenues and the tax system are primary, because there is no state without a budget. I think that the impossibility of the existence of a state without a tax system is not sufficiently realized in us, and the tax and state revenue collection system is one of the pillars of any state,” the Prime Minister said.

According to Nikol Pashinyan, ensuring the country's security, the development of education, healthcare, and road construction - all of this depends on how much revenue the state budget has and how much expenses it can afford. The Prime Minister highlighted the Universal Health Insurance System, which will be launched in 2026, as a vivid example of the state budget's revenue expenditure. "I think that in addition to the fact that we are addressing the visible layers - cash registers, taxes, law, legality, we should also address these deeper layers so that people have this understanding. Today, tens of thousands of people in Armenia, 50-60 thousand families, are acquiring apartments in newly built buildings. And this, in fact, is largely happening at the expense of state budget revenues, because income tax is returned from the state budget, etc.," Nikol Pashinyan emphasized.

The Prime Minister also considered tax collection to be a very important indicator of the state's efficiency. "If there are tangible and significant problems here, that in itself is a signal of how capable the state is. And the high revenue collection rates of the State Revenue Committee are a very important indicator of the state's functional capacity. Of course, here again I do not forget to thank all the citizens who work in Armenia, create results, and pay the taxes prescribed by law. It is also a conscious journey that we also come to the conclusion that the citizens who provide or request a cash register receipt also play a very significant role in these processes. Here, too, there are conceptual issues that we all do not yet fully understand."

In this context, Nikol Pashinyan highly valued the provision of cash register receipts and called on people to demand them, thereby contributing to the solution of many issues in the country.

The Prime Minister touched upon the country's economy and noted that although it has grown by 50% since the 2018 revolution, there is still much to be done to improve tax functions, in particular, to reduce the shadow economy. According to the Prime Minister, the State Revenue Committee is not a power structure, but a structure that supports economic entities so that they organize their activities correctly.

Nikol Pashinyan also touched upon the new labeling system and emphasized that its goal is to ensure product traceability. According to the Prime Minister, trust in the State Revenue Committee should be increased through such methods and reforms: "In general, it is these soft tools that we will use that will allow us to transform the meaning and content of the work of the State Revenue Committee, so that, without doubt, I believe that the SRC will at some point become the most beloved state body of business entities, which constantly supports them so that they move forward in the right ways and make correct conclusions."

The Prime Minister emphasized the work of the State Revenue Committee within the framework of the “Crossroads of Peace” project, since a large field of activity will open up. “This field is connected with the practical stage of the implementation of the TRIPP project. We will enter the practical stage in 2026, but as I said, we will use this opportunity to reach a completely new technical level at all our customs points. This is a challenge for us, but on the other hand, it is a very great opportunity, because today, thanks to the agreements of August 8, 2025, we have access to all modern technologies, and these technologies will help us to carry out our work with greater quality. Moreover, we expect developments not only on the Armenia-Azerbaijan border, we expect developments also on the Armenia-Türkiye border,” the Prime Minister said.

Nikol Pashinyan noted that new economic logistics capabilities must already be formed in Armenia in an organizational sense. All of this, according to the Prime Minister, opens up new opportunities for diversification of our economy.

Summing up, the Prime Minister once again thanked those present for their work: “I consider the content of the concept very important, because we need to give more and more importance to concepts. Anything can take place qualitatively if it is based on some text, content, which serves as a guideline for everyone, and that text is public, and everyone knows what is being done, for what, what is the goal, the cause-and-effect relationships. And in that regard, I consider it important that we have reached this point, that we talk about these topics almost every day. It must ultimately be realized that there is really no family in the Republic of Armenia that spends more money on its needs than the state budget of the Republic of Armenia. The state budget is the number one source of well-being for any family in the Republic of Armenia, and my conviction is also, and this is increasingly substantiated, that the well-being of every family and person in the Republic of Armenia does not depend primarily on how much they spend to ensure their well-being, but rather on how much the state and community budgets spend to ensure their well-being.”

Nikol Pashinyan awarded a group of SRC employees for performing their official duties at a high level.
