Activity report 2025 of the Ministry of Territorial Administration and Infrastructure discussed

Prime Minister Nikol Pashinyan visited the Ministry of Territorial Administration and Infrastructure to discuss the ministry’s 2025 activity report.

Minister Davit Khudatyan presented the priority areas of the Ministry of Territorial Administration and Infrastructure in 2025 and the work done. Davit Khudatyan touched upon the ministry’s digitalization agenda and presented the work done in that direction in 2025. According to the minister, the process of State property auctions has been fully digitalized, the e-auctions.am website has been launched, and in 2025, 2,514 auctions were held and 545 units of real estate and movable property were alienated.

Starting from September 1, 2025, the process of issuing permits for heavy and (or) oversized vehicles is being carried out entirely electronically. For this purpose, the transport.e-gov.am website has been launched. 145 permits were issued.
Through the “Teselem” digital platform and mobile application, citizens were given the opportunity to report problems in their communities to the municipalities and the Ministry.

The number of downloads of the Teselem.am application exceeds 10 thousand, and the number of problems raised is about 1800.

Through the Arm roads info mobile application, everyone now has the opportunity to record and raise shortcomings related to the current maintenance work on interstate and republican highways.

The Minister also touched upon the “Solid Waste Management of Kotayk and Gegharkunik” program. The first landfill in the republic that complies with sanitary standards has been built in the Hrazdan community, which has been in operation since July and currently provides garbage collection services to about 300 thousand residents of 10 communities, and about 100 tons of garbage are transported to the Hrazdan landfill daily. A program has been developed to introduce an integrated garbage collection and solid waste management system in 8 regions of the republic. Prime Minister Pashinyan inquired about the conclusions of the ministry, how the system works. David Khudatyan noted that the program is intended for 16 communities of Kotayk and Gegharkunik regions, currently garbage collection is carried out in 71 settlements of 10 communities using this system.

“As for the others, the transfer stations are ready, the equipment has been supplied, and in the near future the process will be implemented in other communities as well. The system is currently operating at 70 percent. With the new system, garbage collection is being carried out much better than ever before, the same applies to the landfill. The existing landfill has nothing to do with the previous landfills. At the moment, the impressions are good," the minister said.

The Prime Minister also asked what the government's plan is in the field of garbage collection. The Minister of Territorial administration and Infrastructure noted that their plan is to have 4 more such systems in the republic, one of which for Yerevan. "There is a need for three more such landfills in the regions of the republic, we have presented our ideas, a tender has been announced for a technical study," he said.

In the road construction sector, the priority areas for the reporting period were the construction works and announcement of tenders for individual sections of the North-South Road Investment Program. The construction of the Ashtarak-Gyumri road section has been completed. The construction works of the sub-sections of the Sisian-Kajaran road, the Bargushat tunnel construction project are in various starting stages. At the same time, it was noted that during the previous year, major repairs, medium repairs, construction and reconstruction of about 504.5 km of road sections were carried out in the republic.

Prime Minister Pashinyan touched upon the regulations related to roads, including the North-South program. “What is the process of restoring the road barriers after they are out of order due to accidents, etc., because it happens that, for example, there was an accident in one section, the road barriers is broken, you pass every time and see it is in the same state. In other words, do we have a clearly defined procedure, who should do it, within what timeframes, during what period, who carries out the monitoring? This does not apply only to the North-South, although there are already such pieces in the North-South sections, but to any road in general, because I feel that something is either not regulated or is not working well there,” said Nikol Pashinyan.

Minister Khudatyan noted that the restoration of problems caused by accidents and other incidents should be carried out by the road maintenance company, in the case of the North-South, these companies are the builders.

The Prime Minister emphasized that first of all, there should be a standard, it should be clearly regulated, if it is damaged, a clear deadline should be set, with the consideration of the work to be done. “For example, it must be restored within this amount of time, this has a very important cosmetic and aesthetic significance. In other words, we should set a clear standard, there is maintenance, or we should stipulate in the contracts that if something has happened, its restoration should be carried out within this amount of time, depending on the volume of the damage,” the Prime Minister said.

According to the Prime Minister, road construction is one of the areas where there is a lot of approximation, with all the consequences arising from this, and continuous work must be carried out. “Here again, the tool is digitalization, for example, we need to know how many road signs there are on the roads of our republic. After we know this, we need to know how many signs there are on specific roads, after we know this, we need to know where that road sign is placed on the map, its accurate coordinate. It is about the efficiency of the expenditure and management of state funds, it is about the safety of people, it is about traffic comfort, etc., and I am not even talking about the aesthetic appearance, because this is also something that we forget. The road must have an aesthetic appearance, because when we talk about investment attractiveness, tourist attractiveness, I an word, I am putting this task. It should start from the North-South, because it is a huge investment program, huge amounts of money are being spent, and that road is naturally of enormous importance, especially with the opening of regional communications, flows will increase, we must be sure that we have it under control,” Prime Minister Pashinyan noted.

The Minister also presented the work carried out in the field of Civil Aviation, according to which a legislative package has been developed to regulate and control the operation of unmanned aerial systems and electric-powered aircraft. Within the framework of the Passenger Transportation Development Program, Wizz Air has expanded its base in Armenia, and new international flights have been launched from Zvartnots and Shirak airports to a number of destinations.

Touching upon the activities in 2025, Minister Khudatyan noted that projects worth a total of about 61 billion drams have been implemented in communities within the framework of subsidy programs. 33.6 billion drams were allocated from the state budget for this purpose, co-financing of the communities amounted to 26.8 billion drams and co-financing of other investors amounted to 683 million drams.

36 capital projects were implemented in the regions under the urgent program, with a total value of 2 billion 646 million 139 thousand 300 hundred drams.

In 2025, 31 projects were implemented in 17 communities with a total value of 1.2 billion drams. 28 projects were implemented on a voluntary basis in 22 communities. About 368.5 million drams were allocated from community budgets for this purpose.

Last year, about 9721.2 million kWh of electricity was produced. The production of solar power plants increased by 71.2%. The capacity of solar power plants amounted to 1100 MW, which increased by about 43% compared to the previous year. 50,059 autonomous power producers with a capacity of 640 MW operated.

In accordance with the regulations on contributions to affected communities, community contributions programs were implemented in 6 communities from the royalties paid to the state budget. The amount of financing for the implemented programs is 1 billion 634 million drams.

Last year, an exceptional increase in passenger traffic was recorded at the international airports of the Republic of Armenia, amounting to 5.75 million passengers, which is 7.5% more than the results of 2024. Flights were launched in 10 new directions in 2025.

1,055,390.4 thousand drams were actually transferred to the state budget of the Republic of Armenia from the lease of state-owned property, which is an increase of 32.24% compared to 798,074.4 thousand drams in the same period of 2024.

The Ministry actually spent 293.5 billion drams from the state budget of the Republic of Armenia for the works carried out during 2025, as a result of which the execution of the 2025 revised budget (318.1 billion drams) was 92.3%.
