Prime Minister Nikol Pashinyan attended the event dedicated to the 25th anniversary of the formation of the Water Committee, which was also attended by President Vahagn Khachaturyan, President of the Constitutional Court Arman Dilanyan, Deputy Prime Minister Tigran Khachaturyan, Chairman of the Water Committee Aramazd Ghalamkaryan, representatives of legislative and executive bodies, and representatives of international organizations.
Nikol Pashinyan congratulated those present on the occasion of the day and made a speech, in which, in particular, he touched upon the problems of the water sector. The Prime Minister considered it strange that a very small part of agricultural lands in the country is irrigated, given that the Republic of Armenia is a country rich in water resources. “The problem here is not the resource, but our ability to manage the resource. Perhaps, I consider it necessary to emphasize that this is one of those cases when we say that the Government has three solutions for any issue. The first of these solutions is education, the second is education, and the third is also education. Moreover, what I said applies to all of us. When I make such a statement, I am first of all talking of myself, because our attitude towards water is subject to significant change," the Prime Minister emphasized.
Referring to the change in his once-voiced views, the Prime Minister emphasized that life is a process of change and not changing leads to disasters. “Many of our disasters are connected with the fact that we do not understand the need to change, we do not understand that it is impossible to change anything without changing yourselve. Water is one of those spheres where we have not changed at all. That is why we are stagnant, and nothing will save us at all. And it will not save us until we understand that we need to change our attitude towards water, starting from the state governance system and ending at the people's level,” Nikol Pashinyan said.
The Prime Minister emphasized the need and importance of changing the attitude towards agriculture in general. “We must set a goal that not only should there be no unirrigated agricultural land in Armenia, but also other lands of various significance should become gardens, and in today's Armenia there is this water resource. According to expert estimates, 5-7 billion cubic meters of water resources are formed in Armenia annually”.
The Prime Minister also considered the decisions to release water from Lake Sevan for irrigation as problematic, because it is our country's resource. "We must understand that drip irrigation and intensive agriculture are the solution. Today's agriculture, apart from to intensive agriculture, is completely unprofitable because we do not calculate its cost, the specific price of water is underestimated, and agriculture operates at a loss," said Nikol Pashinyan.
The Prime Minister added that these issues must be faced, and in order to face them, he again emphasized the need for education. "I want us to face these problems, because without facing these problems, we will not be able to solve any problem," said the Prime Minister.
Nikol Pashinyan emphasized that in order to solve the issues in the water sector, it is necessary to perceive the problems in their full depth, fill the knowledge gap, and increase the skills to implement this knowledge. "And we will go on a new path, which begins with a change in our attitude towards the water sector and water. However, in order not to overshadow the festive context, I would like to thank all the workers in the sector who have invested their abilities during this time so that we do not have a worse situation," the Prime Minister concluded.
Prime Minister Nikol Pashinyan presented awards and certificates of appreciation to a group of representatives of this sector for their contribution to the water sector.
