Progress in the implementation of the 2024-2026 Strategic Plan for Police Reforms discussed

A session of the Police Reform Coordination Council was held in the Government, chaired by Prime Minister Nikol Pashinyan.
The progress in the implementation of the 2024-2026 Strategic Plan for Police Reforms was discussed within the framework of the agenda.
Minister of Internal Affairs Arpine Sargsyan presented the progress and results of the implementation of the measures envisaged by the strategic plan to be implemented in 2025, as well as the measures and reforms implemented so far in 2026.
Details were presented on the priorities of the strategic plan, the achievements of the management model formed by the Ministry of Internal Affairs, including the establishment of a single educational complex of the Ministry of Internal Affairs, the 112 operational management center of the Ministry of Internal Affairs, the 4 Police pillars, the Ministry of Internal Affairs crime statistics and research center. Details were also presented on the work carried out within the framework of the reforms on human resource management, strengthening good conduct, modernization of the operational management center, the operation of the police guard, patrol service, and the development of the criminal police. The Minister of Internal Affairs noted that basic education has been established as a mandatory entry requirement for employment in the services. Work has also been carried out to improve the certefication system and introduce a new performance evaluation system. According to Arpine Sargsyan, a decrease in the number of crimes by 3.2% was recorded compared to the previous year.
Within the framework of the agenda, proposals were also presented on increasing the efficiency of investigative functions.
Next, a discussion was held, during which the members of the council presented their observations and positions on the work carried out. Various proposals were presented aimed at increasing the efficiency of the work of the community police.
Prime Minister Nikol Pashinyan emphasized the importance of further increasing the efficiency of reforms, introducing new approaches and more effectively implementing the goals set by the strategic plan. The Head of Government instructed, taking into account the discussions held within the framework of the council session, to conduct in-depth analyses of the raised problems and present proposals at the next session.
