The 8th session of the Public Investment Committee was held under the chairmanship of Prime Minister Nikol Pashinyan.
The agenda included the presentation of the draft public investment programs “Construction of the Karen Demirchyan Yerevan Metro “Ajapnyak” Station”, “Modernization of the Karen Demirchyan Yerevan Metro”, “Electric Urban Solutions and Mobility Promotion”, and “Lake Sevan Basin Wastewater Management”. The further progress of the Kaps Reservoir and Gravity Irrigation System Construction Project and the application of exceptions to certain public investment programs were also discussed.
Aneta Babayan, Director of the Yerevan Construction Investment PIU, presented the draft public investment program "Construction of the Karen Demirchyan Yerevan Metro "Ajapnyak" Station", emphasizing that as a result of the implementation of the program, Yerevan's multimodal transport system will be improved, modernizing and re-equipping the Yerevan Metro and ensuring safe operation, high reliability and quality of services. Details were presented on the implementation of investments and management plan of the program. Reference was made to the economic viability, socio-economic benefits and environmental impact of the program.
The meeting of the Public Investment Committee discussed the individual components of the project, presented observations on practical steps aimed at the effective implementation of the program.
Aneta Babayan also presented the draft of the public investment program "Modernization of the Yerevan Metro named after Karen Demirchyan". It was emphasized that as a result of the implementation of the program, ground transport will be unloaded through multimodal communication, environmentally friendly transport will be developed and air pollution will be reduced, and the transport use of residents and the quality of services will be improved. Details were presented on the proposal to modernize the system in parallel with the growth in demand.
An exchange of ideas took place, it was emphasized that the program should be implemented in phases according to priorities.
The next item on the agenda was the presentation of the draft public investment program "Electric Urban Solutions and Mobility Promotion". Reference was made to the existing problems, including problems related to servicing large passenger flows, insufficient transportation capacities, instability of service quality, high operating costs, and high levels of air pollution. In this context, it was presented that the implementation of the project will contribute to the development of Yerevan's transport system by modernizing public transport and introducing high-capacity, energy-efficient rolling stock, ensuring safety, reliability, and quality services. It was emphasized that this project launches the program to replace public transport with fully electric rolling stock.
The discussion emphasized the importance of modernizing rolling stock and improving the quality of public transport services in the conditions of dynamic growth in passenger flow, and the programs to be implemented in this direction.
Within the framework of the agenda, the Chairman of the Water Committee of the Ministry of Territorial Administration and Infrastructure, Aramazd Ghalamkaryan, presented the draft public investment program "Wastewater Management of the Lake Sevan Basin". Details were presented on the current state of the operating wastewater treatment plants and the proposed technical solution. It was emphasized that the program is planned to be implemented in 3 stages: modernization of the operating wastewater treatment plants and increase in biological treatment, construction of new wastewater treatment plants in medium-sized agglomerations and construction of small separate wastewater treatment plants for isolated and small rural communities.
The session discussed issues related to the scope and process of the project management, and touched upon the possibility of implementing the program in different formats.
The above-mentioned projects were approved based on the results of the discussions.
Aramazd Ghalamkaryan also presented the issue related to the further progress of the Kaps reservoir and gravity irrigation system construction project. The work already completed was presented, including the construction of the Akhuryan River water removal system, demolition and reinforcement of the entrance and exit of the irrigation tunnel, installation of an early warning system, excavation of archaeological sites, etc. Next, the current situation and the problems encountered during the implementation of the work, the resources needed to complete the project, and plans for the transformation and expansion of the project were discussed.
The Public Investment Committee discussed the issue and approved the proposal submitted to complete the project.
The session also discussed the issue of applying exceptions provided for by the procedure of the Public Investment Committee for certain public investment projects. As a result of the discussions, consent was given to apply the exception.
Summing up the session, the Prime Minister emphasized the importance of clear planning, resource allocation, risk management, and evaluation of results for the presented projects.
