A consultation was held under the chairmanship of Prime Minister Nikol Pashinyan, during which the Government’s Investment Priorities Plan in Yerevan and Gyumri communities was discussed. In particular, the issues requiring priority solutions in Yerevan and Gyumri, which are enshrined in the pre-election program of the “Civil Contract” party, stem from the Prime Minister’s instructions and require financial or institutional support from the Government, were presented.

Before presenting the issues and proposed solutions, the Prime Minister noted in his speech: “Of course, we have talked about this topic before the 2026 pre-election campaign, but the course of the tours within the framework of the pre-election campaign made it more obvious that we need to make the Government’s investments in Yerevan and Gyumri more targeted and implement certain specific programs. This is due, first of all, to the fact that due to the peculiarities of the governance processes of both Yerevan and Gyumri, some time has been lost since 2018, and some activity is expected from the Government to make up for that lost time."

The Prime Minister added that in this context he instructed the Ministry of Territorial Administration and Infrastructure to carry out joint work with the Yerevan Municipality and the Shirak Regional Administration in order to have a more concrete idea of what programs should be implemented in Yerevan and Gyumri to solve the mentioned issue more effectively.

Next, Deputy Minister of Territorial Administration and Infrastructure Arnak Avetisyan presented the Government's Investment Priority Plan in Yerevan and the steps aimed at their phased implementation.

First, the programs identified as a result of joint work with the Yerevan Municipality were presented, which could have the greatest impact on the quality of life, urban infrastructure and economic development in the coming years. In this context, the issue of ensuring 24-hour water supply was highlighted, the significant deterioration of existing infrastructure, high level of water loss and water shortage were highlighted. It was presented that in order to reduce losses, it is necessary to invest in attracting new water sources and modernizing the system.

Regarding up to 50 km road construction works per year, it was reported that, by the Prime Minister's instruction, it has been included in the list of 500 km road construction programs implemented by the Ministry of Territorial Administration and Infrastructure, identification and planning of road sections for 50 km of major renovation for 2027 are already underway, and medium renovation works are planned for 2026.

Reference was also made to the programs for the development and modernization of the metro approved at the 8th meeting of the Public Investment Committee, including the construction of stations, electric urban solutions and the promotion of mobility.

Within the framework of the modernization program of the urban development environment of the "Kond" district, it is planned to implement the construction of pedestrian and automobile roads and engineering infrastructure, outdoor lighting, landscaping and improvement works. It is planned to launch the implementation processes of the design works of the sections to be reconstructed.

Details were also presented on other investment programs requiring priority solutions and financing, including the restoration of bridge structures, modernization of drainage communication networks, elevators, construction of certain road junctions, etc. Proposals were also presented on large infrastructure investment programs, which are of great importance for the future development of the city.

Next, Arnak Avetisyan presented the plan of investment priorities planned for the city of Gyumri.

First, the issue of ensuring 24-hour water supply was presented, emphasizing that there is a 24-hour water supply, but periodic shutdowns occur on busy days. It is necessary to implement a program to modernize water supply systems.

Within the framework of creating a tourism cluster, an investment of about 6.6 billion drams was implemented in Gyumri under the “Local Economy and Infrastructure Development” program. The "Armenia Tourism and Regional Infrastructure Program" plans to invest another $16.5 million in the development of the tourism cluster. In this regard, it is proposed to include in the program the projects for the renovation of Victory Park, the central market, and the fountain on Manushyan Street, which will contribute to the balanced development of the city.

The next issue concerned the final solution to the issue of shacks. It was presented that as of 01.07.2026. there are 2465 shacks in Gyumri. It was noted that according to preliminary estimates, the Government has an obligation to compensate about 596 families living in them in one way or another. In this regard, the importance of introducing interrelated effective mechanisms for providing compensation and the actual dismantling of shacks was also emphasized, so that the issue of shacks can be finally resolved.

As for the issue of the complete overhaul of 37 streets in the Ani and Austrian districts, it was noted that design work is currently underway. It is proposed to simultaneously improve the yard areas, build playgrounds, mini-football fields and install a lighting network.

Arnak Avetisyan presented that the list of 500 km road construction programs implemented by the Ministry of Territotial Administraton and Infrastructure also includes 25 km of road construction works per year in Gyumri. Accordingly, about 70 km of the 180 km of roads in Gyumri have been previously renovated, and the remaining about 110 km are in a very poor condition. It was noted that planning works for the annual construction of 25 km of roads in Gyumri are underway.

The meeting also touched upon the issue of emergency buildings in Gyumri, noting that there are several emergency buildings, in relation to which there is a need for differentiated approaches, taking into account the historical and cultural significance of some of them. The issue of the renovation of the bridge on Alek Manukyan Street was also presented, it was noted that in parallel with the 25 km road construction works, it is also proposed to consider the only bridge with dense traffic connecting the two busy parts of the city, which is of great importance for the city. The issue of the construction of the Gyumri bus station was also touched upon.

Within the framework of the discussion, some observations were presented on the problems requiring priority solutions in Yerevan and Gyumri and proposals for their solution.

Referring to the issues raised and the proposed solutions, the Prime Minister emphasized that all the presented programs should be implemented according to procedures, but it is necessary to first urgently focus on the problems requiring priority solutions.
