Today, the first session of the newly formed Cabinet took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

The Prime Minister congratulated everyone on the appointment: “We will soon touch upon our expected actions, but we will have a full reflection in the context of the discussions on the Government's 2026-2031 Activity Program. It is obvious that a huge part of our activities will be the continuation of the past actions, but it is also obvious that we need to make some revisions in order to carry out our work more effectively.

We need to analyze, are analyzing and have analyzed the reasons of what did not work out in the previous period, and we must draw the necessary conclusions. And we must also analyze, we are analyzing and have analyzed what has been a success, and we must approach the issues more effectively and try to make our work effective.”

Nikol Pashinyan welcomed and wished success to the newly appointed members of the Government, Minister of High-Tech Industry Davit Tadevosyan and Chief of Staff of the Prime Minister Lilit Makunts.

The Government’s decision envisages reallocating around 15.65 billion drams for the overhaul, construction, and reconstruction of roads, and directing it to the overhaul of a number of road sections, to the provision of technical and design supervision services, the preparation of projects, the provision of cost estimation and expertise services, the provision of design supervision services, as well as the construction, reconstruction, and acquisition of design and estimate documents for a transport facility.

As noted by the Minister of Territorial Administration and Infrastructure Davit Khudatyan, the total length of the roads is 63.5 km, of which 4.8 km are interstate roads, 32.2 km are republican roads, and 26.5 km are regional (local) roads.

The Prime Minister listed the road construction programs.

The government adopted a decision “On the Consolidation of Real Estate”, which proposes to consolidate the property of the Republic of Armenia, the 7th building on Aghayan Street, Kentron administrative district of Yerevan, with a total area of 51.9 square meters, to the State Property Management Committee of Armenia.

Prosecutor General of the Republic of Armenia Anna Vardapetyan presented details on the case, as well as on the public good (gardens, parks, parks, forest areas) returned to the Republic of Armenia and communities within the framework of the Prosecutor’s Office’s authority to protect state (community) interests during 2025-2026.

The Prime Minister emphasized the importance of determining the future fate of the returned properties and emphasized that, as the volumes of properties are increasing, a platform must be created to manage the properties in an appropriate manner. "In the near future, we want to set a task for us in the Government's program. We will formulate the task as follows: in 2026-2031, 2 billion dollars of illegal property must be returned to the Republic of Armenia and to the communities. This is a very realistic task. There is a very clear demand from the public, I want to thank the public for its patience. The mechanisms have been launched," said Nikol Pashinyan and added that the first decision of the illegal property confiscation system entered into legal force in 2025, that is, this system has just begun to fully operate.

The Government appointed an operator for the regulation of gambling activities. Accordingly, it is proposed to designate the “Gaming Analysis and Monitoring System” commercial organization, established by “Random Systems International” LLC, which won the open tender under the code GARO-S-25-01, as the operator of the gambling sector regulation. It is also planned to instruct the Chairman of the State Revenue Committee of the Republic of Armenia to ensure the signing of an agreement with the operator. The adoption of the decision will contribute to the organization of unified monitoring, control, data analysis, integration of gaming products and the implementation of the functions assigned to the operator by law in the gambling sector.
