Following the document exchange ceremony, Prime Minister of the Republic of Armenia Nikol Pashinyan and President of the Kyrgyz Republic Sadyr Japarov made statements for media representatives.
Prime Minister of Armenia Nikol Pashinyan - "Distinguished Mr. President, esteemed colleagues, ladies and gentlemen, first of all, I would like to once again welcome the President of the Kyrgyz Republic, Sadyr Japarov, to Armenia, and express my gratitude to him for accepting the invitation for an official visit, as well as for his consistent efforts aimed at developing friendly relations between our countries.
Relations between Armenia and Kyrgyzstan are founded upon the historically established friendship and mutual respect between our peoples. We have all the prerequisites to imbue these relations with new substance and to translate the existing potential for cooperation into practical results.
The joint statement signed just a short while ago reflects the vision for the development of relations between our countries, as well as the key priorities for upcoming work across various areas of bilateral cooperation.
During the negotiations held today, we discussed in a comprehensive manner the prospects for deepening political dialogue, expanding trade and economic ties, developing transport and logistics links, and fostering cooperation in the fields of education, science, innovation, and culture.
Regarding political dialogue, we reaffirmed our readiness to continue regular contacts at high and the highest levels, and to intensify cooperation between foreign policy agencies and relevant state bodies.
We also addressed issues concerning the strengthening of peace, stability, and security in the South Caucasus and Central Asia. In this context, we highlighted the Washington Declaration, signed between Armenia and Azerbaijan on August 8, 2025, as well as the agreements signed by the Kyrgyz Republic with the Republic of Tajikistan and the Republic of Uzbekistan regarding their respective state borders. We are convinced that the strengthening of regional peace creates new opportunities for the development of economic cooperation and transport links.
Education, science, technology, and the development of youth potential are also key areas of cooperation between our countries. We agreed to encourage the exchange of students, lecturers, and researchers, and to develop joint educational programs and research initiatives by expanding direct ties between the educational and scientific institutions of both nations.
Cultural and humanitarian ties play a significant role in bringing our states and peoples closer together. We plan to organize "Days of Culture" in both countries during 2027–2028.
We emphasized the importance of joint efforts toward advancing the international environmental agenda. We reaffirmed our support for initiatives aimed at the sustainable development of mountainous regions, adaptation to climate change, and the conservation of biodiversity.
In this regard, the signing of a Memorandum of Understanding between the Ministry of Environment of the Republic of Armenia and the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic—focused on cooperation for the protection of Lake Sevan and Lake Issyk-Kul—is highly symbolic.
I am confident that the consistent implementation of today’s agreements will contribute to deepening bilateral cooperation and strengthening friendly ties between the peoples of Armenia and Kyrgyzstan. Taking this opportunity, I would like to express my gratitude once again to President Sadyr Japarov for his official visit to Armenia and for the constructive negotiations.
Thank you.
I now gladly pass the floor to my colleague.
Please, Mr. President.
President of Kyrgyzstan Sadir Zhaparov - Dear Mr. Pashinyan, dear media representatives, first of all, I would like to sincerely thank you, Mr. Prime Minister, for the invitation to make an official visit to Armenia. I highly appreciate the warm welcome and hospitality shown to the Kyrgyz delegation.
This visit is of historical significance, as it is the first official visit of the head of Kyrgyzstan to Armenia. I am sure that its results will give a new impetus to the strengthening of friendly ties between our countries and the further development of cooperation.
Taking this opportunity, I congratulate the Armenian side on the successful holding of the Leaders Summit on Biodiversity. The event is organized at a high level and has become an important platform for developing joint approaches to face global environmental challenges.
Kyrgyzstan is interested in developing friendly relations with Armenia based on mutual respect and commitment to effective cooperation. I note with satisfaction that the political dialogue between our countries has become increasingly active in recent years.
Dear ladies and gentlemen,
Today, we had substantive and meaningful talks with Mr. Prime Minister, during which we discussed in detail the current state of Kyrgyzstan-Armenia relations and the prospects for their further development. It is gratifying that an open and constructive political dialogue has been formed between our countries. Prime Minister Pashinyan has visited Kyrgyzstan several times since the beginning of this year to participate in various meetings, and this is a good indicator.
We see broad opportunities for expanding cooperation in the fields of trade, agriculture, information technology, education, and tourism; I am also confident that joint efforts, particularly in the transport sector, will yield results. This will be one of our key focus areas, where transit opportunities and their expansion will play a vital role. I believe that in these areas, we will achieve concrete outcomes.
One of the most significant results of today’s negotiations is the signing of a broad package of bilateral agreements covering the movement of citizens, pensions, education, science, and the protection of personal data. I am confident that the agreements reached will strengthen the legal foundation of our cooperation and open up new opportunities for bilateral engagement. I would particularly like to highlight the document concerning cooperation in the preservation of Lake Issyk-Kul and Lake Sevan. These unique lakes are not only invaluable natural treasures but also an integral part of the national heritage of our peoples, deeply intertwined with their history, culture, and way of life. Preserving them and passing them on to future generations is our shared, collective responsibility.
Mr. Prime Minister, I would like to thank you for the meaningful exchange of views and for your personal contribution to the development of relations between Kyrgyzstan and Armenia.
Taking this opportunity, I would like to once again invite you to Kyrgyzstan to participate in the second "Bishkek+25" Global Mountain Summit, which will take place in Bishkek from October 21 to 23, 2027. We look forward to your visit and would be very happy to welcome you back to Kyrgyz soil.
Thank you very much for your attention.
