Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan. Since January 1, 2025, property worth 66 billion 250 million drams, equivalent to 174 million 545 thousand dollars, has been returned to the state. This was reported by the Prosecutor General of the Republic of Armenia Anna Vardapetyan at today's Cabinet meeting. According to Anna Vardapetyan, during these 11 months, 3 kindergartens, a house of culture, a stadium, natural monuments, parks, and land plots in all regions of the Republic of Armenia, which are measured in hectares, have been returned.

According to the Prosecutor General, funds have also been returned. "On December 5 last year, by the decision of the Government, a unified account of recovered funds was created, to which all monetary recoveries are paid, except for recoveries related to the tax sector, which are paid to the unified account of taxpayers. Let me just note that from December 5, 2024 to the present day, we have actually received 20 billion 678 million drams into the unified account of recovered funds," said Anna Vardapetyan, adding that next week, the 66 billion drams will probably increase, because by last week's decision, 2 large land plots were returned to the Ministry of Environment.

The Prime Minister emphasized that, as promised, they must go after each illegally alienated and privatized property piece by piece, and they are going after it.

The Cabinet adopted a decision “On Accepting and Enforcing the Donation of Property,” which proposes accepting the donation of a 0.11-hectare land plot in the village of Garni, owned by the Garni community of Kotayk region, to the Republic of Armenia. As noted by Deputy Minister of the Territorial Administration and Infrastructure Armen Simonyan, the Prosecutor of the Kotayk region had applied to the State Property Management Committee of the Ministry of Territorial Administration and Infrastructure, informing that as a result of the investigation by the Prosecutor’s Office, it was found that the property rights of the community, and then of a citizen, were registered with respect to the land plot located within the administrative boundaries of the Garni community of Kotayk region. As a result of the consideration of the petition, the property rights of the community to the property were restored. Accordingly, it is proposed to accept the donation of the property to the Republic of Armenia, and to attach the property to the Ministry of Environment in order to exclude further illegal alienation or other violations.

The Deputy Minister of Territorial Administration and Infrastructure also informed that a similar decision was made with a package of unreported issues. Accordingly, a land plot with a total area of 1.92 hectares located in the village of Sayat-Nova, Masis district, Ararat region, is attached to the Ministry of Defense.

The Government has adopted a decision to ensure the allocation of an incentive fund to state bodies based on the assessment of the first half of 2025. The total amount of budgetary funds allocated to state bodies by the decision is about 3.6 billion drams.

By the government decision, the amount allocated to the voluntary certification system of teachers has been increased by another 2.16 billion drams. As noted by the Minister of Education, Science, Culture and Sport Zhanna Andreasyan, about 8 billion 673 million 771 thousand 400 drams were planned for allocating voluntarily certified teachers in 2025 as an incentive. “We propose to supplement the amount by another 2.16 billion drams, which means that more than 10 billion drams will be allocated to the voluntary certification system alone in 2025. Since 2018, the teacher fund has also increased significantly compared to 2025. And the teachers' salary fund alone has increased by 37 billion drams compared to 2018, which means we have a 67 percent increase compared to 2018."
