The Government establishes legal bases for mortgage lending for housing issues of servicemen

Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

Before addressing the issues being reported, the Prime Minister referred to the decision made by FIFA: “I would like to note with pleasure that a very important decision has been made by FIFA, and in 2029 the U-20 World Cup will be held in Armenia and Georgia. I would like to congratulate both Georgia and us on this success. I would also like to thank our Georgian partners and Prime Minister Kobakhidze personally for the effective and close cooperation in this matter. I think it is obvious that this is a great event in the life of our country, both in terms of football and all other aspects.”

The Prime Minister also thanked the federations of the two countries for their close cooperation and efforts during this period to make this event happen.

Due to the need to ensure the effective implementation of programs received from the communities of the Republic of Armenia aimed at the development of economic and social infrastructure, the Government adopted a decision. Accordingly, 1,059,877.9 thousand drams will be allocated to the regional administrations of the Republic of Armenia to fulfill financial obligations to the relevant construction organizations.

The Government approved and considered urgent the bills “On Amendments and Supplements to the Tax Code of the Republic of Armenia” and “On Amendments and Supplements to the Law On State Duty”. The purpose of the adoption of the draft laws is to establish a justified tax burden for the banking sector and introduce effective taxation regulations. The adoption of the bills is expected to increase the tax rates on dividends paid by banks and establish incentives for banks to list their shares on stock exchanges. Referring to the adoption of the bills, the Prime Minister happily noted: "Recently, there has been a significant reduction in non-cash trade commissions for small businesses, we are currently discussing this and I am sure that we will see it in the near future. For small and medium-sized entrepreneurs with a positive banking history, there will be a certain reduction in interest rates, tangible and with certain mechanisms, and of course, we encourage the banking system so that the established peace is more visibly reflected in bank interest rates."

The Government decided to approve the state support program for providing housing through mortgage loans to contract servicemen and persons equated to them, former servicemen discharged from service in accordance with the established procedure, family members of deceased servicemen, and former servicemen with disabilities causally related to military service who are included in the housing conditions improvement registration of the system of the Ministry of Defense of the Republic of Armenia.

2,850 servicemen are considered beneficiaries of the program. The acquired apartments will not be subject to sale in the next 10 years. "This is a very important nuance, it should also bring some social stability to families, because yes, they have an apartment, they live in it, but they cannot alienate that apartment in the next 10 years, and they will choose the apartment themselves," the Prime Minister noted.
