Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
Before the discussion of the agenda items, the Prime Minister made a statement and specifically noted: “Since this is the first session of the Government after the elections, I would like to congratulate everyone once again on the occasion of the elections and emphasize that our main task, as I had the opportunity to say during the pre-election period, is to continue our mission of creating a new quality state and ensure the rise of the state, with the logic that the state is a means of ensuring the security, well-being, and freedom of the person and citizen. We must act with that logic. Of course, we will already begin the development of the draft Government program, which will be approved by the National Assembly after the formation of the new Government. Also, during this period, we will try to have informal discussions with the members of the Government and the future Government or a wider circle, in order to analyze and plan our actions and strategies based on the work of the previous period.”
The Government approved a measure to support the export of fresh fruit, bottled grape wine, brandy and mineral water from the territory of the Republic of Armenia. The decision proposes to provide compensation to legal entities or individuals or individual entrepreneurs considered residents of the Republic of Armenia who export fresh fruit, bottled grape wine, brandy and mineral water from the territory of the Republic of Armenia during June 2026 in the following amounts: 200 AMD for 1 kilogram of apricots, 250 AMD for each kilogram of plums, peaches and nectarines, 400 AMD for each kilogram of cherries, 350 AMD for each liter of bottled grape wine, 830 AMD for each absolute liter of bottled brandy, 150 AMD for each liter of bottled mineral water.
The Government adopted a decision to regulate relations related to assessing family vulnerability and providing benefits or other services based on it, and to increase the targeting and efficiency of the system. According to the substantiation, from March 17, 2025, a new family vulnerability assessment system has been introduced in Kotayk and Syunik regions, which will be introduced throughout the country from July 1, 2026. Thanks to the new vulnerability assessment system, social support programs will be more targeted. The proposed non-financial service packages will be aimed at meeting people's primary needs in the educational, healthcare and social sectors. A clear format for solving social problems will be introduced, from recording the problem to its solution. Nikol Pashinyan noted that the new vulnerability assessment system is of turning point. "I am very glad that we did not slow down or stop this process for any political reasons. This reform has a very important ideological and conceptual significance, because we must clearly reach an agreement on the average statistical model of life in the Republic of Armenia. Education, work, well-being - this is the axis around which the life of any person should be built."
The Government made amendments to the previously adopted decision on the terms of application of privileges provided for in point “f” of paragraph one of Article 29 of the Law of the Republic of Armenia “On State Duty”, the procedure for publishing information on the air carrier, flight frequency requirements and unserved destinations, and other necessary information. Accordingly, it is proposed to make appropriate amendments by setting the minimum number of flight requirement at least 40 flights for the IATA summer and IATA winter periods, to review the regulation on the extension of the privilege period, as well as to edit the provision on the publication of information, bringing it into line with the currently used electronic procedures. Referring to the reforms implemented in the aviation sector, Nikol Pashinyan emphasized that the decisions made during this period have proven their effectiveness. "In the aviation sector, through difficulties and problems we have finally reached a point where optimism prevails, and the significant increase in tourism numbers in Armenia is, of course, also related to these decisions," the Prime Minister said. According to the Prime Minister, there are two main key issues in the sector that need to be resolved. According to him, one of the issues requiring a priority solution for Armenia is the expansion of Yerevan's Zvartnots Airport, the second is the reform that will allow having international aviation standards and constantly updating them. Nikol Pashinyan recalled the issue of granting international status to Syunik Airport and also emphasized the importance of carrying out the necessary work towards the further development of Shirak Airport.
