Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

The Government approved the five-year program of the Government of the Republic of Armenia for 2026-2031, which will be submitted to the National Assembly. Nikol Pashinyan presented the issue and noted: “The Cabinet was formed based on the results of the elections of June 7, 2026, and it is very important to note that the ideology of the Real Armenia ultimately won, which means that the ideology of the Real Armenia has become the official ideology in the Republic of Armenia.”

According to the Prime Minister, the Republic of Armenia is thus entering the stage of its history that we call the Fourth Republic. Nikol Pashinyan presented the differences between the Third and Fourth Republics: “The Third Republic was founded on the logic of conflict and confrontation. The Fourth Republic is being formed, has been formed with the logic of peace, and here the issue is not only in the logic of conflict or peace, but also in the functional role of the state - what is the state for, what practical mission and function does the state have?”

According to the assessment of the Prime Minister, the Government's program is entirely based on the ideology of the Real Armenia and the vision of the Fourth Republic. "This is the key ideological change or transformation that is taking place in the Government's program."

According to Nikol Pashinyan, the next important feature of the Government’s program is that peace and this new environment provide an opportunity to fully return to the unfulfilled part of the agenda of the popular, non-violent, velvet revolution of 2018. “The good news is that during the crisis management, we never stopped implementing the reform agenda, and I am now confident, and the current processes show that we have the necessary institutional capacity to continue implementing the revolutionary agenda in a normal manner,” the Prime Minister emphasized.

Nikol Pashinyan noted that the implementation of the revolutionary agenda, as a very specific obligation, is recorded as follows: “We must continue and give new impetus to democratic, anti-corruption, economic, public governance reforms. We must measure what we have done by the progress of the Republic of Armenia in the most prestigious international ratings.”

The Prime Minister also touched upon the decision on changing the names of three ministries and the reasons for it. The Prime Minister also presented other details of the Government's program regarding healthcare, education, and social sectors. "Based on this program, the Government will adopt a five-year program of measures for its activities and will implement it. As a result of the program's implementation, it is expected to have a new quality state and ensure the rise of the state. Thus, the Republic of Armenia is entering the stage of its history that we call the Fourth Republic," Nikol Pashinyan said.

The Government adopted a decision to ensure the proper organization and holding of the “Tour of Armenia” international multi-day group cycling race to be held in Armenia on September 10-13 and will last 4 days. On the fourth day, the tournament will be held entirely in Yerevan, with a total length of 113 km, where cyclists will ride the 11.3-kilometer section 10 times. “This will also give the audience an opportunity to gather and follow the cycling race. We plan that 18-20 teams from different countries will participate in the tournament. It is already clear that the geography is very diverse: we have teams from Japan, Italy, Kazakhstan, Great Britain, Thailand, Poland, Portugal, Czech Republic, Germany and other countries. The Armenian team will also participate in the tournament,” said Zhanna Andreasyan, adding that the cycling tournament will be broadcast not only in Armenia, but also on prestigious international platforms.

Nikol Pashinyan emphasized the importance of holding such events in Armenia and noted that it will contribute to the development of professional sports in the country and increase the visibility of Armenia.

The Government adopted a decision to alleviate the problem of selling figs and peaches within the framework of the measure to support the export of fresh fruit and certain types of food and beverages from the territory of the Republic of Armenia. Accordingly, it is proposed to provide compensation from August 18 to September 1 in the amount of 125 drams for each 1 kilogram of figs purchased from the Syunik region for processing in an amount of up to 400 tons, and 125 drams for each 1 kilogram of peaches purchased from the territory of the Republic of Armenia for processing. It is also planned to establish that within the framework of the measure, the monitoring of the procurement process at the procurement points of companies purchasing peaches and figs for processing is carried out by the staffs of the regional governors of the Republic of Armenia. For the provision of compensation for products purchased for processing, it is established that information on the quantity and value of products purchased for processing is submitted along with the application. As a result, the problems associated with the sale of figs and peaches will be somewhat alleviated, and the level of competitiveness of products obtained from their processing in the sales markets will increase.
