Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Chairman of the State Revenue Committee Eduard Hakobyan reported that the high growth of the state budget revenues in the first quarter of 2026 has been maintained: "We have a 14 percent growth compared to the first quarter of last year. And if we compare the two plans, compared to the initial budget plan, we have 33 billion drams more revenues, and compared to the revised plan, it is about 30 billion more than expected."
Reacting, Nikol Pashinyan noted: "Out of those 30 billion drams, 20 billion drams are directed to increasing pensions. And I would like to take this opportunity to thank the citizens who work in Armenia and pay taxes as prescribed by law, and all those state officials as a result of whose work taxes are generated and collected. And thirdly, I see the topic of demonization of taxes in domestic political life, and I want to emphasize that demonizing taxes means hitting state revenues, hitting the state, hitting the health insurance system, hitting the pension increase system, hitting the system for building schools and kindergartens, demonizing taxes means hitting the reform of the armed forces and the army, the defense capability of our country, etc. This is a very important point, because the state budget, which grew by 135 percent in 2025 compared to 2017, is not always formed in large pieces, but from very small payments: 500 drams, 1,000 drams, 3,000 drams. Yes, there are also billions, but I want us not to underestimate the role of that small, every cash register, in this process at all."
The Government approved the bills on Amendments and Changes to the Law "On Energy", on Amendments to the Law "On Licensing" and on Amendments to the Law "On State Duty". In line with the Strategic Plan for the Development of the Energy Sector and international best practices, the bills propose, in particular, to provide for energy storage as a new type of activity subject to licensing in the energy sector, with stages (periods) of plant construction and energy storage. A person holding such a license will be granted the right to construct (reconstruct) an energy storage plant in the territory specified in the license, to purchase and sell electricity on the wholesale market in accordance with market rules, and to provide storage services to market participants. The adoption of the bill will make it possible to increase the stability and security of the energy system, create a new business environment, expand real investments in the sector, and ensure more effective protection of consumer interests in terms of service quality, accessibility, and continuity.
The Government approved the bill on Amendments and Addenda to the Civil Code of the Republic of Armenia and related bills. As noted by Suren Tovmasyan, Head of the Cadastre Committee, the bills envisage introducing the institutions of reverse mortgage and exclusive ownership of the spouse. According to Suren Tovmasyan, the institute of reverse mortgage operates in the US and allows people who have reached retirement age to receive appropriate income from real estate owned by them. "After retirement, owners will have the opportunity, in the event of the adoption of this legislative package, to negotiate with the bank, the terms of the negotiation are clearly recorded in legislative regulations, to transfer the same house to the bank with a reverse mortgage, preserving the right of ownership to it, preserving the right to live there, and not having to sell their own property and move at retirement age," said the Head of the Cadastre Committee. According to Suren Tovmasyan, this income will be added to the pensions paid to retirees and will become an additional means for retired real estate owners to live a more prosperous life.
The bills "On Amendments and Addenda to the Law on Universal Health Insurance" and related laws have been approved by the Government. As noted by the Minister of Health of the Republic of Armenia Anahit Avanesyan, under the bill, drivers providing taxi services through an electronic platform will be included in the universal health insurance system from January 1, 2027, becoming beneficiaries. The Minister noted that persons already included in the insurance system will be able to include their related persons in the system from January 1, 2027. Anahit Avanesyan also reported that it is proposed to extend the period for paying insurance premiums for individual entrepreneurs from April 20 to July 20. The legislative initiative was considered urgent.
