Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government approved the bill “On Amendments and Supplements to the Tax Code of the Republic of Armenia”. The necessity of adopting the bill is conditioned by the Government’s policy of encouraging voluntary tax discipline, creating favorable conditions for law-abiding taxpayers, as well as providing the necessary normative bases for further strengthening the partnership between the tax authority and the taxpayer. The bill establishes regulations on favorable conditions for law-abiding taxpayers, revises the regulations on issuing a law-abiding taxpayer certificate, regulations on monitoring of the activities of such taxpayers, and also establishes provisions related to the termination of the certificate.
As noted by the Chairman of the State Revenue Committee, Eduard Hakobyan, the project is about improving the law-abiding institution, which was introduced in 2021 at the level of law, and was aimed at encouraging tax discipline instilling tax payment as a culture, as well as ensuring continuous improvement of tax administration. “First, we propose to issue a law-abiding taxpayer certificate indefinitely, with the right to terminate it, while simultaneously implementing quarterly monitoring of the activities of taxpayers with a law-abiding taxpayer certificate, which aims to ensure the taxpayer’s continuous law-abiding behavior without submitting a new application every 12 months. The second is to apply a coefficient of 0.8 when assessing the criteria determining risk in the case of taxpayers with a law-abiding taxpayer certificate during the planning of our complex tax audits, which means reducing risks by 20 percent. The latter will reduce the frequency of complex audits for those with such a certificate. Third, for taxpayers holding that certificate, introducing the possibility of individual implementation of the taxpayer service function by appointing an appropriate service specialist for the law-abiding taxpayer,” said Eduard Hakobyan.
The Government determined the specifics of the organization of construction works and procurement processes for the unfinished part of the Babajanyan-Ashtarak highway section of Yerevan. The need to adopt the decision is due to the presence of an unfinished section of up to 270 meters of the road infrastructure of the Babajanyan-Ashtarak highway in Yerevan, which is an integral part of the road section built within the framework of the "Sustainable Urban Development Investment Program, Tranche 2 (SUDIP-2)" credit program financed by the Asian Development Bank. The construction works of the specified road section were not fully implemented within the framework of the preliminary contract due to legal disputes arising within the framework of the alienation of property in the zone of influence of the road and the restrictions applied by the court as a result of them. The purpose of the adoption of the decision is to create the necessary legal and organizational foundations for the organization of the construction works and procurement processes for technical supervision services of the specified unfinished section, ensuring the necessary preconditions for the start of the full construction of the road junction and the effective operation of the road transport system.
The Government has approved the program for supporting the purchase of fertilizers in the Republic of Armenia. It is conditioned by the need to provide assistance to agricultural entrepreneurs in purchasing fertilizers at affordable prices below market prices in the conditions of inflation. The purpose of the regulation is to ensure affordable conditions for entrepreneurs in the plant growing sector to carry out activities, in particular, to create the opportunity for land users to purchase fertilizers at prices lower than market prices in the conditions of inflation. The program will be implemented in 2026. Fertilizer will be provided per beneficiary for cultivation on a maximum of 30 hectares of land. It is proposed to subsidize the price of fertilizer sold to beneficiaries by suppliers in the amount of the difference between the selling price of 1 bag of fertilizer weighing 50 kg and 8,000 drams, but not more than 3,000 drams per bag weighing 50 kg.
