The Government will allocate 321 million drams for reforms of the Civil Aviation Committee

Today, the regular Cabinet meeting was held, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.

The Government adopted a decision to allocate 321 million drams for reforms of the Civil Aviation Committee. In particular, it is planned to reorganize the committee in order to improve the quality of work, eliminate the shortcomings recorded by international structures in 2024-2025, as well as bring the sector into line with international standards. Referring to the decision, Nikol Pashinyan noted that the topic has long existed and it is necessary to face the problems existing in the sector. “Due to objective and subjective reasons known to us, in this sector too we must face the fact that we lack the knowledge to properly respond and position ourselves in modern aviation systems. And to supplement that knowledge, certain extraordinary actions are also necessary, including inviting appropriate specialists, creating appropriate structures, and rearranging the status of the Civil Aviation Committee so that while being a state government body, it also has the opportunity to generate services and its own budget.” According to Nikol Pashinyan, the decision will provide an opportunity to ensure competitive work, remuneration, and attract highly qualified international specialists. The Prime Minister noted that the Government is preparing to cooperate with the International Civil Aviation Organization (ICAO) to select the best management model for this purpose.

The Government has decided to extend the validity period of the pilot measure for providing support to investment programs implemented in the livestock sector in the Republic of Armenia until December 30, 2026 inclusive. The purpose of the decision is to promote the investments in the livestock sector and increase the level of self-sufficiency in the main livestock products and ensure the implementation of the program.

The Government approved the law "On Identity Document" and related laws and considered them urgent. As noted by the Minister of Internal Affairs Arpine Sargsyan, the goal of the package is to have a coordinated version of legislation in accordance with the new biometric system being introduced in the Republic of Armenia.

“The bills propose to make having an identification card mandatory for persons over 16 years of age, and only if they have an identification card can a person receive a biometric passport. For persons aged 6-16, we plan to have an identification card on a voluntary basis, and for persons under 6 years of age, the birth certificate will be considered an identity document,” the minister said. According to Arpine Sargsyan, all travel documents are being brought into line with the standards of the International Civil Aviation Organization. These documents will allow for a greater digitalization field in the Republic of Armenia and encourage the use of services through digital platforms. “This is why we have brought the logic of the identification card to the point that in domestic procedures we must use an identity document as an identification card, and consider passports as travel documents.” According to the minister, the second important change is that all documents for foreigners, refugees and stateless persons will also become biometric.

At today's Cabinet meeting, Nikol Pashinyan touched upon the data on the collection of profit tax. The Prime Minister noted that April 20 of each year is the deadline for the payment of profit tax for Armenian companies and recalled that after the 2018 revolution, the profit tax rate in Armenia was reduced from 20 percent to 18 percent. "As of April 20, 2026, 265.8 billion drams of profit tax was paid compared to 2025. Compared to 2017, profit tax is 5.4 times more or 444 percent. This is about two things. There is a lot of talk about the so-called looted money before 2018, which was mainly shadow circulation. And here, part of this shadow circulation enters the state budget and is spent for the needs of the Republic of Armenia. The other part is economic stimulation carried out by us," said Nikol Pashinyan, emphasizing that the Government has ensured economic growth, and since 2018, Armenia has recorded growth rates higher than the averages of both the world and the Eurasian Economic Union.
