Dear people,
We are discussing the 2025 report on the implementation of the 2021-2026 Government Program of the Republic of Armenia. We are doing this just one and a half months before the next National Assembly elections, that is, just one and a half months before the expiration of the 2021-2026 program, and twenty-five days before the eighth anniversary of the popular, non-violent, velvet revolution of 2018.
I must immediately state that today we have a completely different state than we had in 2018. Today we are more independent than ever, more sovereign than ever, more a state than ever, more democratic than ever, more developed than ever, more peaceful than ever, more prosperous than ever, more secure than ever. I will say one more thing: we are more long-living than ever, because according to the results of 2024, the average life expectancy in the Republic of Armenia is 78.6, which is an absolute record indicator for the entire existence of the Republic of Armenia, and as far as I understand, even compared to the times of the Soviet Union. And today the prospects of our state are more certain than ever.
And this, first of all, thanks to the peace between Armenia and Azerbaijan, which was established on August 8, 2025 in the US capital, Washington, with the support of President Trump. In the near future, we are looking forward to great and historic events: the implementation of the “Trump Route for International Peace and Prosperity” project, which will finally bring Armenia out of the nearly 34-year blockade, and of course, the signing and ratification of the Agreement on Peace and Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan, which will ensure the further process of eliminating hostility between our states and peoples.
Today, peace has been established between Armenia and Azerbaijan, and it should be noted that it even now has a fairly strong legal basis. I consider this an important record, which in our reality we sometimes seem to miss, saying that peace is still formed on the basis of verbal agreements or documents that have no legal force. This is not so. The peace established between Armenia and Azerbaijan also has binding legal force, and in this case I mean the Regulations on the Joint Activities of the Border Demarcation Commissions of the Republic of Armenia and the Republic of Azerbaijan, which is the first bilateral international agreement signed between Armenia and Azerbaijan and which was ratified in the fall of 2024 in both countries. And now it has binding legal force in both Azerbaijan and Armenia.
I would like to remind you that it states as a binding legal force that Armenia and Azerbaijan agree to adopt the Alma-Ata Declaration as the basic principle of the demarcation of the borders of the two countries. This is actually the cornerstone, the basis of peace, which, I repeat, has binding legal force in both the Republic of Armenia and the Republic of Azerbaijan.
I also want to emphasize the demarcation of the 12-kilometer section of the Armenia-Azerbaijan border. This is also a very important factor in overcoming the enmity between Armenia-and Azerbaijan. With this, I am convinced, the process of overcoming that hostility has been launched. And the fact that the Kirants school is located 50 meters from the border with Azerbaijan and no longer sounds scary for the students of the Kirants school is the most vivid evidence of what I said. Today, the students of the Kirants school go to class 50 meters from Azerbaijan, play football 30 meters away. This is peace.
Peace also means that for more than two years now, we have had no victims or injuries as a result of the Armenia-Azerbaijan skirmishes. No shots are heard in the border villages of the Republic of Armenia. Not only are no shots heard, but more than 3,600 new private houses are being built in the border villages of the Republic of Armenia under the housing construction program initiated by the Government, which is known among the public as the 16 million amd program. More than 3,600 new houses in border settlements, dear colleagues, in the vast majority of which practically no houses had been built since independence.
Moreover, now in those settlements, in some of them, not only houses are being built, but schools are also being built - a program to build 18 schools is being implemented, a program to build 21 kindergartens is being implemented in those villages. Now, the program to build 18 schools and 21 kindergartens has been implemented there, some of which have been completed, some of which will be completed this year, some of which will be completed in 2027.
Thanks to the established peace, today goods are imported to the Republic of Armenia via the Azerbaijani railway, oil products are imported from Azerbaijan to the Republic of Armenia, as a result of which our citizens and residents have already saved tens of billions, because the import of Azerbaijani oil products was ultimately the last factor, as a result of which we completed the operation to dismantle the monopoly in the oil products market, a process that lasted eight years. There are still other things that last eight years, and our citizens ask why eight years? There is a very simple answer, because in those cases we are not just taking a simple action, we are literally, I will come back to it, fighting the mafia.
Dear colleagues, dear people, in the literal sense of the word, yes, if that mafia were only domestic, it would still be easy to cope with, but that mafia sometimes has other branches in other places. And returning to the import of Azerbaijani oil products, I want to say that the crisis surrounding the Strait of Hormuz would have been felt much more tangibly by the citizens of the Republic of Armenia and the economy in terms of both the price of oil products, inflation, and supplies, if the historic opening of the Azerbaijani railway for the Republic of Armenia had not occurred during this period.
This must be said. Now we are entering the stage of implementing the “Trump Route for International Peace and Prosperity” project. I am pleased to note that despite the difficult international situation, the governments of the United States of America, the Republic of Armenia, and the Republic of Azerbaijan consider the reopening of regional communications and the implementation of the TRIPP project a priority. This stems from the realization that the implementation of the project will become an important pillar of long-term, stable, and reliable peace in our region.

The Republic of Armenia has overcome the agenda of survival and struggle imposed on it and entered a historical era of living, simply living, living an ordinary life, where our historical mission is to educate, work, develop our state, the Republic of Armenia within an internationally recognized territory of 29,743 square kilometers, and to inherit it as an independent, peaceful, secure, developed, prosperous state to future generations. To live, educate, work, develop prosperity, develop peace, develop the state and inherit it to future generations for generations and centuries. Here, we have found ourselves in such a wonderful historical mission, which we call the agenda of the state’s permanence.
Dear colleagues, I mean our colleagues in the National Assembly, members of the Government, other representatives of the executive branch, representatives of local self-government bodies, I want to thank all of you for making this turning point a reality. But I also want to emphasize that reaching this milestone was possible, first of all, thanks to the support of the people, because the Government and the parliamentary majority could not do anything if they did not have the mandate and support of the people, if we did not have the legitimacy to implement the policy that we have been pursuing since 2021. And that mandate is clearly and unequivocally recorded, I want to draw special attention to this nuance, in the document approved by the National Assembly of the Republic of Armenia on August 26, 2021, the process and results of the implementation of which we are discussing now. We are talking about the Government's program for 2021-2026, which clearly and unequivocally records: "However, opening an era of peaceful development for Armenia and the region is the greatest mission the Government has undertaken before the people as a result of the early elections."
This means that we declared back in August 2021 that peace would be our supreme goal, and that supreme goal has been achieved. The question is, at what cost? At the cost at which it was possible to achieve it. Yes, at the cost of many victims and sacrifices, at the cost of many deprivations and sufferings, at the cost of going through hell. But today we have what was our supreme goal from the very beginning: a state, peace, development and prospects, a horizon, a limitless horizon before us. The phrase “Karabakh was ours and is no longer ours” is the philosophy and concept of our being in a geopolitical trap. The reality is that the Republic of Armenia was not ours and is ours from now on. The reality is that all the territories known to us have been under Armenian control at the expense of our state, our sovereignty, our independence, our well-being, our security and our future, and we have not realized this, dear colleagues. We must admit that we did not realize it. Maybe there were people who understood and did not speak out because they were afraid. There were people who both understood and spoke out, but we either did not listen to them, or we did not let them be heard, or we silenced them, convinced that they did not understand what they were saying. Meanwhile, we, including me, did not understand what we were doing since 1988. We did not understand what we were doing and we did everything against ourselves, despite the lessons our history has taught us.
But today we can say that we, the Government, the ruling majority, have changed the destructive course of our history and have put the Republic of Armenia in the course of creative and peaceful history, and we have done this as a result of a spiritual, moral and distant political dialogue with our martyrs, with our people. And today our people are writing a completely new state-centered chapter of their history, where the state is both a goal and a means at the same time. It is a goal because our identity can be preserved and developed, our well-being and security can be ensured under the conditions of the state, only under the conditions of the state. And it is a means because the state is the only reliable means of preserving and developing our identity, ensuring our well-being and security. The state itself is identity and the state is identity. With this, the state is both a goal and a means. And preserving and developing the state is possible only under conditions of peace, and we have that peace today. But we must also take into account that peace is something new, it is a baby, it is still vulnerable, and it needs our daily care, especially today, when that baby peace has become the main target of the three-headed war party and the forces supporting them.

Yes, the agreement on establishing peace and interstate relations between the Republic of Armenia and the Republic of Azerbaijan has not been signed, but it has been initialed. We need to understand what an initialed treaty, agreement means. It means that negotiations on its content have been completed, and it is closed for further negotiations, that is, to initial, means to record the closure, completion, and closure of negotiations.
Representatives of the three-headed party of war, one after another, without giving each other a turn, are talking about renegotiating the peace, allegedly with the aim of making it better. And, excuse me, who can prove that as a result of this renegotiation, the document will become better? Today, the forces talking about renegotiation are coming up with maps containing Karabakh and the surrounding regions and with flags symbolizing it. The development of this logic is an inevitable war. Other forces are coming up with the same symbols and statements and insist that Armenia should not be satisfied with its internationally recognized territory of 29,743 square kilometers. The development of this logic will also inevitably lead to war. There is no higher mathematics here. This is very simple logic, and we have seen this logic in our history of the previous period. In other words, this is not only a theory, but also a reality.
But even if we put aside this specific narrative, that is, forget for a moment and do not pay attention to the details, the talk about renegotiating peace, if it opens the door to a better peace by 50%, it also opens the door to not having peace, that is, to having war by 50%. This is regardless of everything. This is not a matter of taste, so to speak, but a matter of our state being or not being. And the three-headed party of war is trying to push our state and people into a destructive adventure. This is the reason why I clearly and unequivocally emphasize that the people, the citizens of the Republic of Armenia, must stand up for peace, because it is their peace, it is the peace they need, and attacking it and questioning it is tantamount to a disaster. That means questioning our successes achieved at the cost of numerous sacrifices. And we have numerous successes. And now I will try to list the most important of these successes for you and our society, hoping that there will be enough time for that. Although this format provides the widest time opportunity for speeches.
So, in 2021-2025, the average annual gross domestic product growth in the Republic of Armenia was 7.9%. I want to emphasize that in the same period, the average economic growth in the world was 4.1%, in the Republic of Armenia, the growth was 7.9%, almost twice as much. In the EAEU, the average economic growth in the same period was 3.1%, in the Republic of Armenia - 7.9%. This is almost twice as much, that is, there it was a little less than twice, here it was much more than twice. Let's not get into too much arithmetic, in both cases growth was almost twice as much.
In 2025, state budget revenues are 2.3 times higher than the 2017 figure, or 1 trillion 648 billion drams, or 4.3 billion dollars. This is the continuation of the issue of bringing back what was stolen, etc. It is part of the continuation, now I will touch on the other parts. But where did the 4.3 billion dollars come from? It came from patiently closing all those loopholes for stealing, bit by bit.
Capital expenditures compared to 2017: that is, capital expenditures for schools, kindergartens, roads, water lines, etc., increased 2.9 times in 2025, and these are 2025 figures compared to 2017. But this is the data for comparing year to year. But the cumulative data is more, that is, we take one year and take one year before the revolution. Now when we take the periods, the picture is significantly more impressive. Compared to 2017, the real GDP growth in 2025 was 53.9%. Can you imagine, going through Covid and war, and this is the real one, this is not the nominal one, because the nominal one is twice as much and more. We have increased our country's economy by 53%. By the way, in the same period, the average economic growth in the world in 2018-2025 was 3%, in Armenia - 5.8%. In other words, this is another indicator that is noteworthy. During the same period, economic growth in the EAEU from 2018 to 2025 was 2.3%, and in Armenia it was 5.8%. More than twice.
In the same period, we created 288,000 jobs in Armenia. Can you imagine, 288,000 jobs, and this is not the kind of statistics that one can say is just a number. If necessary, we can personalize this 288,000 number with names and surnames, who are the 288,000 people, because this is a number that expresses the jobs that were registered, received a salary, paid income tax. And so on. In other words, this is a number under each unit of which there is a specific name, surname.
Moreover, the average monthly income increased by 87% compared to 2017. Gross inflation during the same period was 29%. And this is also the reason why we say, and these numbers unequivocally show that compared to 2018, working people live at least 55% and more better. This indicator is supported by numerous data.
Last year, during the discussion of the report, I made a calculation, showing that as a result of the revolution, an additional $4.2 billion entered the state budget from 2018 to 2024. That speech exists, I don’t want to quote it again now, to go into detail. In other words, what was it about, that thanks to the pace brought by the revolution, an additional $4.2 billion entered the state budget. In other words, if there had been no revolution, the budget growth rate of the previous period had increased, we would have had a gross income of $4.2 billion less. Today, I am happy to record that using the same methodology, according to the results of 2025, the value the revolution has brought to the Republic of Armenia, roughly speaking, is $6.6 billion. Let’s take into account inflation indicators, subtract, it will be 6 billion, or, I don't know, let's do the calculation, the number is 6.6 billion, subtract the inflation number, it will be, let's say, a net 5.5 billion, without any other factors.
Now a very important question may arise: what did we do with that money, where did that money go? MP Sergey Bagratyan asked a question during one of the previous sessions, saying that there are different support programs, etc., don’t you have a calculation of how much support you have provided to people through those support programs? We did that calculation, and to be honest, that calculation, to be very honest, surprised us too. What are we talking about? We are talking about all sorts of programs that the Government was not obliged to implement by any legislation, that is, all sorts of support…, for example, the smart cattle barn program, a 50% refund that goes to citizens.
And dear colleagues, I want to record that from 2018 to 2025, pay attention, we implemented support programs worth one trillion 410 billion drams, which we simply returned to the citizens of the Republic of Armenia through different programs. This is about 3.7 billion dollars. We have simply given $3.7 billion to our citizens since 2018. These programs are diverse, ranging from non-cash payments, a program for refunding pensioners and beneficiaries, monetary assistance to families with three or more children, a program for providing housing to families with children, a program to support organizations and individual entrepreneurs operating in the high-tech industry, for example, we have provided support under this program worth 31 billion.
Agricultural machinery leasing support program: 4.5 billion drams, agri-food equipment leasing support program: 14.4 billion drams, state support program for economic modernization measures (this program is also called leasing): 52.8 billion drams, this is how we calculated in a non-cash manner and gave to thousands of citizens, loan interest rate subsidies for the establishment of intensive orchards and berry orchards that cultivate grapes using modern technologies: 10.7 billion drams, subsidies for the development of intensive gardening: 50.9 billion drams.
In other words, with these two programs that I mentioned, we have invested 100 billion in agriculture by giving it to specific people. Moreover, this, what I am saying, is not something that we gave to the regional governor, the regional governor to the mayor, the mayor to the village head, and the village head held a meeting… and finally wasted the money. There is a name and surname under every dram. Every dram is traceable, so if we want to know who received how much of this 50 billion, it is traceable. This is a very important circumstance.
The program to subsidize interest rates on loans provided for the procurement of agricultural raw materials - this is the program as a result of which we do not see that the villagers say that their products are not being procured, the price, etc., etc., although they always say the price, everyone wants to sell more expensive - 18.7 billion drams, state support for the implementation of energy-efficient renovation work of apartments and individual residential houses - we have given 13.3 billion drams to the citizens of the Republic of Armenia to renovate their homes. Dear colleagues, which country in the world, which government gives money to a citizen to renovate his house, do you understand? Is this why we carried out a revolution, yes, this is why we carried out a revolution, including for this.
Refund of interest paid on mortgage loans - tens of thousands of citizens have become homeowners thanks to this program - 327.4 billion drams. Compensation for expenses incurred in the areas of social expenses defined by the legislation of persons considered to be declarants - 9.1 billion drams and so on. That is, 3.7 billion drams, 3.7 is only what we have returned to citizens individually. And this is what, including this, for which the revolution took place in Armenia.
Now I want to return to a statement I made on May 15, 2018, when I was introducing the newly appointed Minister of Health. I have also made this statement on various occasions and in various places: one of the priorities in the field is to ensure conditions for any person in need of medical care and medical assistance in Armenia so that he or she does not remain at the doors of hospitals. I made this statement, dear colleagues, on May 15, 2018. Now, of course, we, naturally, I come to talk about health insurance, but a question will be raised: I made this statement on May 15, 2018, and why did health insurance come into effect on January 1, 2026? Because we have come a long way, because if we had introduced health insurance in June 2018 or from January 1, 2019, the health system would have collapsed.
And what did we do before that? First, we gradually expanded the state order system, then we introduced the offer system in the next stage. During that time, there were always noises on social networks, then we developed the electronic healthcare system. Do you remember the noises around electronic prescriptions, what is this, how people, etc., etc., if we didn't have an electronic prescription system and didn't have such reforms, even if we would fly to the sky today, we wouldn't be able to have a health insurance system.
And all those reforms that were painful, that we were criticized for, we were, sorry, bulldozing the way to today's already established irreversible reality. And that reality is not just a political slogan. I already said that the average life expectancy in Armenia reached 78.6 during the work of those bulldozers. The health insurance system has not yet been implemented, but we are just moving in that direction, and as a result, what do we have? Compared to 2017, the healthcare budget in the Republic of Armenia has increased 2.6 times, an increase of 157%.
Now the main problem that we usually talk about: well, it's the Government, it's numbers, they just say, it's numbers, they say, but what does that have to do with people? That connection is very specific, by the way, if you follow me, those who follow our regional visits, that's the most frequently heard conversation, when people approach, yesterday in Ararat region a person approached, he says, in his own words, that in the last month you spent one million drams on me. What does the citizen mean? I want to tell you, for example, as of yesterday, from January 1 to yesterday, 439 pensioners in the Republic of Armenia, 65 plus years of age, 439 people received healthcare services worth 4 million drams and more. Do you understand, 439 people, the state, the Republic of Armenia, provided services worth 4 million drams. 1,133 people aged 65 and over received services worth 2 million to 4 million drams. Those who question these numbers, we can give their names, no, wait a minute, there is the issue of medical confidentiality. But by and large, yes, we can form an investigative commission, for example, we hope our opposition will, if it wants. 1133 people received services worth 2 million to 4 million drams, 4721 people, I'm only talking about people aged over 65 now, received services worth 1 million to 2 million drams, 9129 people received medical services worth 500,000 to 1 million drams, 41,286 people received healthcare services worth 100,000 to 500,000 drams, 41,356 people received healthcare services worth 50,000 to 100,000 drams, 141,566 people received healthcare services worth up to 50,000 drams. Here, it's different, mainly the last segment is medicines and small consultations, examinations, etc., and so on. In total, in three months we provided services worth 34 billion 110 million drams to 239,630 people aged 65 and over.
I would also like to present to you the statistics of services received by various social groups. In particular, the vulnerable, disabled people from various social groups, etc., and so on, 153 people received healthcare services worth 4 million drams or more. 153 persons with a disability or living in poverty or extreme poverty in the Republic of Armenia received a service with a value of 4 million drams plus, 236 such people received healthcare services of 2 million to 4 million drams, 1097 people from these different social groups received services of 1 million to 2 million drams, 2152 people received services of 500,000 to 1 million drams, 12661 people received healthcare services of 100,000 to 500,000 drams, 9,890 people received healthcare services of 50,000 to 100,000 drams, 41,401 people received healthcare services of up to 50,000 drams. I now understand that if I talk only about health insurance now, my speech will end. Now I interrupt the health insurance section here and move on to the increase in pensions.
Dear colleagues, I am pleased to record that we have a historic achievement in the field of social security for pensioners. For the first time in the history of the Republic of Armenia, the pension received by pensioners is more than the minimum consumer basket, which is 61,768 drams, according to the latest data. We have increased pensions, and our pensioners even make their own calculations during our regional visits. By the way, I want to say that 6,000 drams in the calculation of the minimum consumer basket are healthcare expenses. In other words, if we put it aside, of course, a different calculation applies for those aged 63 to 65, but why are we recording this achievement eight years after the revolution? Because we have consistently followed this path. We first doubled the minimum pension in 2019, then in the next step, we aligned the minimum pension with the minimum food basket to ensure that, figuratively speaking, there is no hungry pensioner in the Republic of Armenia. Now we have also ensured the minimum consumer basket, and this is truly a historic achievement in the field of social security for pensioners.
From January 1, 2023, we completely reformed the allowance for caring for children up to two years old, introduced a new system. Until then, only working and vacationing mothers received this allowance. We did two things, first, we increased the base rate of this allowance from 28,000 drams to 31,700 drams. Then we made another decision. We opened this program to all mothers, regardless of whether they work or not. Moreover, for mothers living and working in rural areas, we more than doubled this allowance, bringing to 69,100 drams. Since its launch, we have allocated 74.7 billion drams to implement this program. And I also want to emphasize that we will spend about 200 million dollars more on the pension increase program in 2026. Why am I saying this? To show that when we say that the budget has increased, the main question is where is that money, whom is that money going to? That money goes to the citizens of the Republic of Armenia.
We have introduced a new program - financial support for children upon the birth of the third and each subsequent child. And I want to say that in 2025, on average, 39,772 children receive this support from their state. And according to the results of 2025, since the launch, we have given 56 billion 510 million drams to our third and each subsequent child up to the age of 6.
I want to specifically mention the teacher certification program, but I will mention it briefly, because there is not enough time. You see, today in the Republic of Armenia there are teachers receiving 700,000 drams and more, the number of such teachers is 13, the number of such teachers is not much, but this opportunity, taking into account certain circumstances, is essentially open to everyone. 70 teachers receive a salary of 600 to 700 thousand drams, 220 teachers receive a salary of 500 to 600 thousand drams, 1362 teachers receive a salary of 400 to 500 thousand drams, and I must emphasize that 9600 teachers, every third teacher, are now certified in the Republic. I want to express my gratitude, because here too there was a lot of pessimism, but this program is working and working well. The evidence of this is that in 2024-25, more than 4000 new teachers entered school, more than half of whom work in rural areas. In other words, it was usually the opposite, there was an outflow, because people saw neither a salary nor prospects, and there is a prospect now, including because we have now written in our pre-election program that in the next phase there will be a new certefication for certified teachers, where the rate will be 300,000 drams. Now the rate is 200,000 drams, it will be 300,000 drams, plus the specific results of the certefication.
One of our greatest achievements is the 300 Schools, 500 Kindergartens program. I am pleased to report that by the end of 2025, work has been completed on more than 122 schools and about 280 kindergartens and preschools. By September 2026, construction work of 260 schools and 429 kindergartens and preschools will be completed, and by December 2026, 301 schools and 500 kindergartens and preschools. Moreover, we have already begun the construction of the next 300 schools, and today, from the list of the next 300 schools, about 50 or more, 54, if I am not mistaken, schools are under construction. This is a strategic investment in terms of the balanced territorial development of the Republic of Armenia and in general, the implementation of all our strategic goals.
I want to talk about the next program that has been overlooked the most, the financing of science, because while our beloved pensioners are in a hurry to present what programs the Government has implemented in their field - in the field of pensioners' insurance, health and social security, our esteemed scientists are in no hurry to speak out about it, as if out of pessimism. The other day, during the regional visit, it was very interesting, an esteemed citizen in the Hrazdan enlarged community was asking why we haven't increased the financing of science, why aren't you increasing it?
I have good news for all of us interested in this topic, he himself said that he is connected with the scientific environment, asking such a question means that these topics are not discussed there, they are not discussed, there is an atmosphere of agreement that let's bypass that moment, while science funding has increased 2.8 times compared to 2017 by the results of 2025, in 2017 it was 14.3 billion, and in 2025 it was 40.2 billion, increasing by about 180 percent, but also salaries. Although there is a time issue, I will focus on that part specifically.
In the scientific field the salary of a laboratory assistant, an engineer in 2025 compared to the previous one, it was a program for 2021 to 2025, has more than doubled. I will not give the numbers due to lack of time. Senior laboratory assistant, we are talking about those who work in scientific institutions and universities, work in laboratories, here again we can go into specifics by name and surname. We are talking about those who, of course, have also passed the certification, because it is very important for us to be convinced of their qualifications. The salary of a senior laboratory assistant or senior engineer more than doubled in 2025 compared to 2021, the salary of a junior researcher more than doubled in 2025 compared to 2021, the salary of a senior researcher more than tripled in 2025 compared to 2021, the salary of a leading researcher almost quadrupled in 2025 compared to 2021, the salary of a chief researcher almost quadrupled in 2025 compared to 2021, the salary of a scientific group leader more than tripled in 2025 compared to 2021, the salary of a scientific department head more than tripled in 2025 compared to 2021.
For the purpose of acquiring scientific equipment, the state budget of the Republic of Armenia allocated 961 million drams from 2013 to 2017, and about 15 billion drams from 2018-2025. 961 million and 15 billion drams. Moreover, about 124 applications for the acquisition of scientific equipment were received and financed. Some of them are already in scientific institutions, while others are on the way.
Most importantly, the Center for Artificial Intelligence was established at Yerevan State University, for the acquisition and installation of which a total of 3.7 billion drams was allocated from the state budget. This is also one of the amounts that, in principle, was not the responsibility of the Government to provide. If it was the government's responsibility, why didn't they do their duty in the previous period, when they allocated just 900 million drams, which, in fact, let's assume, is basically money to buy flasks? We have probably already bought double that for our schools. Our children have probably already broken or will break flasks worth 900 million drams since the launch of that program. We are not against it, we are saying: don't put those flasks in the safe, let the children use them, because it is an investment in our future.
In the colleges of the Republic of Armenia, in priority directions, the concept of a scholarship has appeared, about which little is talked. Students who have sufficient progress receive a scholarship of 50,000 drams, and those with honors get a little more. Today, 3,040 students in Armenian colleges receive this 50,000 drams. The same applies to students of universities in priority directions, who receive 70 thousand, and those with honors receive more, and more than 500 students receive a pension today. Moreover, since we are talking much about the army, today the outstanding students of the Military Academy receive a scholarship of 140,000 drams.
From 2018 to 2025, we have carried out construction, reconstruction and repair works of 4735 kilometers of roads, 1346 of which are through subsidy programs. Now I am pleased to note that people are taking photos and posting them on social networks. They are taking photos of potholes with their phones and posting them on the Internet, I am very happy about that, because previously it was not possible to take photos with an iPhone to depict a pothole, you had to upload a satellite image to describe the potholes on the roads of the Republic of Armenia.
Dear friends, who remembers now, as of 2018, for example, what was the condition of the Bagratashen-Yerevan road, for example, what was the condition of the Yerevan-Goris road, what was the condition of the Yerevan-Meghri road, what was the condition of the Yerevan-Gyumri road, who remembers the condition of the Yerevan-Vanadzor road? I remember, and of course we remember, and I'm sure many do, another thing is that many don't want to remember. The Ashtarak-Gyumri section of North-South is already a reality. We have built or renovated such strategically important roads that have been talked about since 1993. I was in my first or second year when the prime ministers of Armenia were saying from the parliament podiums that the Gandzakar-Itsakar road would be asphalted... There was an initiative in Berd, a civic initiative that had been fighting for 15 years that the enlarged Berd community should have a safe road. Now we have a different situation, the Berd community does not have a dangerous road at all and has the Gandzakar-Itsakar road, which has been ready since December, we just don't find the time to go and open it. The Ttujur-Navur road, the strategically important Tatev-Ltsen road, the Tatev-Shinuhayr road, the Khot-Vorotan road, which are of strategic importance. Now they will say, "Wow, they gave the lands, those roads, etc., etc.’’, we did not give our lands to anyone, we recognized the territorial integrity of the Republic of Armenia, because it is the greatest absurdity when any country does not recognize its own territorial integrity.
It means a path to destroy the country. Let's admit, we also participated in that path, but we had enough intelligence and strength to see that path, face it and change the course of history. Subsidy programs, in general, are a separate story, and I want to emphasize that in addition to the subsidy programs, where the Government has invested approximately 141 billion drams, this is only the Government's share, but I want to say something else, directly, without subsidy, because subsidy has a community and a state budget share, the Republic of Armenia, the Government has invested 2.8 billion dollars in the regions of the Republic of Armenia since 2018, with various programs: roads have been built, schools are included in this, subsidy is not included yet. The regions of Armenia have never had such an investment in their entire existence. This is also a very important point.
I want to emphasize that we have also financed a subsidy program of 148 billion drams in the regions. I would like to draw your attention again to the fact that this has nothing to do with the direct investments of 940 billion drams that we have made in different regions, for example, the Khndzorut road, which we have implemented directly, etc., kindergartens, etc., but also the government has allocated 148 billion drams in subsidies since 2018, 132 billion drams has been financed from the communities' own funds, but how much have we supported the communities so that their own funds increase?
What happened with dotations? In 2025, compared to 2017, we increased the dotations allocated to communities by 124% or 59.9 billion drams, and this is also a very important achievement. I would also like to specifically mention that, with the same logic, we have also provided significant support to Yerevan, that is, we have implemented a program in the regions, but we have also provided support to Yerevan, the capital. And I would like to emphasize that in 2018-2025, we have allocated 143 billion drams to Yerevan. This is also a very important circumstance, because we have not only directed large amounts of money to the regions, but we have also provided significant support to the capital, Yerevan.

In our reality, it is understandable that we often talk about, in particular, one of the next slogans of the revolution - the process of returning illegal property. Of course, in the report you will see that we have also made some progress in this direction and also have achievements, because, in particular, within the framework of the exclusive right of the Prosecutor's Office to initiate a lawsuit to protect community interests, 124 property units worth about 66.9 billion drams have been returned to the communities of the Republic of Armenia.
I can present this story with the example of my hometown Ijevan, when as of 2018, in fact, the park of our childhood was privatized by several or mostly the same person. And by the way, due to this fact, we have in many cases been unable to invest, restore the park, because a person sees that the revolution happened, but why is the park not restored? Because the park is someone else's property, and we cannot invest in someone else's property, first we must return what was illegally appropriated by that someone. And we have returned it, and I want to happily record that, for example, I present these programs simply using the example of my birthplace, because I know that area best. First, we are returning the park, it has not been returned in full yet, and now this year we are building a modern outdoor swimming pool for children in Ijevan, where children can swim in the summer, and an amphitheater nearby, the park is being restored, etc., and so on. But I also want to say that as of December 31, 155 lawsuits for the return of illegal property are being considered in the courts, with a total claim value of 595 billion.
Of course, here I must also admit directly that we expected a greater pace than we have, and here the question is, why are we not moving forward at a sufficient pace in these directions, and not only in civil cases, but also, I suppose, in terms of revealing crimes? Here is the case when I say, yes, again directly and without pretense, one of the reasons for this is that we are fighting the mafia very directly and very head-on, against the organized mafia that has been formed in Armenia for many years.
Here I want to emphasize a very important circumstance: we have returned this much of illegal property and not that much. Our oppositionists often blame us, but none of them says in their programs that they will return the illegal property better. On the contrary, the only force in the Republic of Armenia that continues to remain principled on this point is us, they say that we talk, but act ineffectively, but it's them, whom we talked about, who are trying to use against us the ineffectiveness of the action taken against them, to say, "Oh, you see, they said, they talked, but they don't do it," but none of them says, "I will come and do it," they accuse us of not doing it at a sufficient pace, and we are the only political force that a) has not had any deviation from this political path so far, and secondly, we are the only force that consistently continues to keep this thesis on our political agenda, not only do we continue to keep it, but there is no alternative, as I have said, and continue to say.
And I also want to emphasize, today we have much greater successes than fit under this subtitle, including the history around the ENA. ENA was taken in the most illegal way, in a ridiculous way, and this is the case when they did it using civil movements, under smokescreen, but we have now returned it de facto, we will return it also de jure. It is the largest strategic infrastructure of Armenia, not to mention, in parallel, that we have discovered that those people who controlled the ENA have actually been stealing electricity from us for decades. These people are talking about the army today, those people have been stealing electricity from the military unit. How? They wrote excess bills for the electricity used. When they say we have billions, you have billions by stealing electricity from us, and I don't know who else from. And although in 2024 they completely deleted those databases, I also hope that our law enforcement officers will be able to prove this through a criminal case, through an investigation. According to certain operational information, an analysis was conducted in only three branches out of eight branches, and in those three branches, additional electricity bills worth billions, if my memory serves me correctly, six billion drams, were issued, and to whom?: a military unit, a kindergarten, a state institution, a hospital. And these people came and talked about military units.
I also want to record the following, if you have seen it, I want to thank for that news, because upon our request, the house of a person who previously held a ministerial position was put up for auction in the United States, and now a process has begun, and we are grateful to the Government of the United States that a certain percentage of the sale price of that house, subtracted their expenses and there was some element of reconciliation in the litigation process, subtracting these expenses, will be returned to the state budget of Armenia. I cannot say the exact number now, but we are talking about dozens of million dollars, probably. What is this about? By the way, do you know what makes the mafia a mafia? It is that you never know where it is, you don't know, it could be in the Government, a thousand apologies, it could be, a thousand apologies, in the National Assembly, it could be, a thousand apologies, in the court, it could be, a thousand apologies, in the prosecutor's office, the investigation, that's what makes it a mafia. If it were clear who it is, where it is, when it is, we would solve the issue in five minutes. And we will consistently continue the fight against this mafia and we continue.
Today, there are also more and more people who cry for the army. I want to say that today there are servicemen in the army of the Republic of Armenia who receive salaries and wages of 700 thousand drams and more. In my opinion, the “Defender of the Fatherland” program has not received proper appreciation in the Republic of Armenia, dear friends, because what kind of program is “Defender of the Fatherland”? A soldier, a conscript, signs a contract to serve for five years instead of two years and he has the opportunity to sign a contract, but first of all, at the end of that service he will receive 5 million drams and as a result of certification he can receive a salary of 500,000, 600,000, even 700,000 drams. And today, I apologize, but I consider this important to emphasize, those soldiers, 18-19 years old, take home so much money every month that the question is how much money did those houses receive in one lump sum last time, and those boys live in their homes outside of service. This is both a social component, this is a component of balanced territorial development, because they are connected to their families through it, and this is also a security component. In 2021, they were asking us how we were going to keep the conscript enrollment, and make the army professional? Just like this. When we talk about an additional 6.6 billion dollars, where does that money go? Go to the fortified regions and see where that money goes. Go to the fortified regions and see the security and the soldier's prosperous and comfortable service.
I want to say something else: the number of those admitted to the Military Academy increased 2.7 times last year compared to 2018. No one notes that in 2018 the Military Academy was on the verge of closing due to the lack of cadets, they don’t talk about it. It has increased 2.7 times, and students receive a scholarship of 175 thousand drams, moreover, when they graduate, they will already be considered certified and have the opportunity to receive a salary of up to 750,000 drams as an officer. Starting from 2026, those admitted, graduates who have started their service will receive apartments. You know that there is a decades-old problem - housing waiting lists for servicemen, where thousands of people are included, so there are 2820 people on the waiting lists, that the state has fixed long-term military service, families of the deceased, who need to be allocated housing, we have already created the system and in the near future the Government will make a decision and within four years we will close the issue of this debt.
It is important to note that as a result of peace outcomes, we were also able to reduce the term of military service, which was one of our pre-election promises. And this is important, that instead of two years, military service is one and a half years, and this is also one of the specific outcomes of peace, which I consider important to emphasize.
Now about the acquisition of weapons, which, yes, was acquired, including due to a number of objective and subjective circumstances, and also with funds attracted from external sources. You remember that I constantly responded to those speculations about Armenia's foreign debt, state debt, I am not talking about weapons now, because as it is said, it is better to see once than hear 100 times, and we, I want to emphasize again, absolutely we had no such intention at all, nor did we have such a desire, especially since there is a lot of secret information, that is, there are some things, of course, all countries do, and what we have acquired one way or another has been circulated in the international press, but in any case, we want to be accountable to our people for what weapons we have acquired in recent years. On May 28, on the occasion of Republic Day, we will display, by the way, only the weapons that we have acquired and also produced after 2022 at Republic Square, and we simply want to be accountable to our people, so that we can hope that the issues will be closed. A very important reminder, because over the past three years, we have placed an order for 170 billion drams in the military-industrial complex of the Republic of Armenia. This is also an important feature, but of course, the exhibition, the display of weapons, what we want to hide, we will hide, and what we want people not to see, they will look, they will look and not see. And this is an important feature.
During this time, we have acquired buildings for embassies in London, Paris, and Brussels. Those who have been to our embassy in London wish they had not seen it. Today, the Republic of Armenia has a multi-story embassy in the very center of London, on which the flag of the Republic of Armenia flies. In Paris, in the very center, we have acquired the mansion of one of the former presidents of France. We have acquired an embassy in Brussels. These are tens of millions of dollars in expenses. By the way, it is the property of the Republic of Armenia, and the Republic of Armenia can sell it at any time if it wants, and we are sure that we have given 50 million dollars, today, if we sell it, we will get a much higher price for them.
But well, leaving aside the financial achievements, I want to talk about one or two achievements, not financial. As of April 2026, all border crossing points of the Republic of Armenia are under the control of the border guards of the Republic of Armenia, 100% and unconditionally. I don’t know if we were to put a number, price, money, or price tag on this, what whould this cost? But in my opinion, this is priceless. It is impossible to put a price tag on this achievement.
I want to emphasize something else: 2025 is the first year since independence, when at least, for the entire process of keeping these statistics, when the emigration of citizens of the Republic of Armenia from the Republic of Armenia was replaced by immigration. 2025 is the first year when the number of citizens returning to Armenia is more than 8,000 more than the number of citizens leaving the Republic of Armenia. And it is here that we must raise the question that has been raised so much: was this why we made a revolution? Yes, esteemed President of the National Assembly, esteemed Vice Presidents, esteemed Members of the National Assembly, esteemed Members of the Government, dear people, yes, this is why we made a revolution, so that citizens of the Republic of Armenia would not leave, but return to the Republic of Armenia, citizens of the Republic of Armenia would leave Armenia only for vacation.
The European Union is considered the most expensive area in the world, the costs of traveling there are high, compared to 2017, from 2017 to 2025, the number of citizens traveling from Armenia to the European Union has increased by approximately 400%. We are talking about tens of thousands of people, and this is in conditions when many citizens complain that they cannot get a visa. What would happen if they got a visa much easier? Today, foreign delegations come to Armenia, when meeting with me they say, listen, we looked at the prices, from Armenia, they give the names of European cities, is there a plane ticket for 35 euros, 50 euros, 70 euros, they say, is that correct? Yes, that's correct, even for 15 euros. How did this become possible? Including thanks to our numerous attempts and failures in the aviation sector. Now, who even remembers the price segment of airline tickets in Armenia? Today it is possible to buy a ticket from Armenia for 15-20-30-40-50 euros and fly to European capitals, but what is important is to return.
Is this why we made a revolution? Yes, dear citizens of the Republic of Armenia, including this, we made a revolution, to have a country that serves the well-being, freedom, security and happiness of its own citizens.
